Job Overview:
The National Consultant on Anti-Corruption will be responsible for conducting a comprehensive analysis of the judicial response to corruption-related offences in Liberia. This role involves producing an inception report that outlines initial findings from consultations with key stakeholders, including the Liberia Anti-Corruption Commission (LACC) and the Ministry of Justice. The consultant will also be tasked with mapping and assessing gaps in the current judicial framework, ensuring that the proposed statutes for the National Anti-Corruption Court are aligned with international standards, particularly the United Nations Convention Against Corruption (UNCAC). The consultant will lead peer review forums to discuss the complementarity between the upcoming War and Economic Crimes Court and the NACC, ensuring a victim-centered approach in the judicial response to corruption.

Duties and Responsibilities:
The National Consultant will undertake several key tasks, including:

• Producing an inception report within the first week of consultancy that details findings from initial consultations with relevant stakeholders and proposes a methodology for the legal assessment.
• Conducting a mapping and assessment report of the judicial response to corruption-related offences, informed by international norms and standards.
• Reviewing the proposed statutes of the NACC and providing recommendations to ensure a human rights-based approach.
• Leading peer review forums to discuss the relationship between the NACC and other integrity institutions in Liberia.
• Collaborating with the LRC, LACC, OHCHR, and UN agencies to organize validation sessions for the report on the NACC statutes.

Required Qualifications:
Candidates must possess at least a master’s degree in law, human rights, or a related social science field. A minimum of seven years of professional experience as a practicing lawyer, prosecutor, judge, legal consultant, or advisor in human rights or anti-corruption is required. Additionally, candidates should have at least three years of experience in legal drafting and providing legal advisory services to policymakers on law, human rights, or anti-corruption matters. The ability to work under pressure and manage multiple tasks with various deadlines is essential.

Educational Background:
The position requires a master’s degree in law, human rights, or a related social science discipline. This educational background is crucial for understanding the complexities of legal frameworks and human rights issues, particularly in the context of anti-corruption efforts.

Experience:
The ideal candidate should have a minimum of seven years of professional experience in relevant legal fields, including roles such as practicing lawyer, prosecutor, judge, or legal consultant. This experience should encompass a strong focus on human rights and anti-corruption, with at least three years dedicated to legal drafting and advisory services.

Languages:
Fluency in spoken and written English is required, as it is one of the working languages of the United Nations Secretariat. Proficiency in French is also beneficial, as it is the second working language of the UN, enhancing communication with a broader range of stakeholders.
