Job Overview:
The WASH Program Manager II will manage and provide technical oversight for the development and implementation of the Water, Sanitation, and Hygiene Promotion (WASH) programming within the Sudan Country Program (CP), particularly focusing on the RAPID grant. This role is crucial in ensuring that effective systems and processes are established to support high-quality programming that aligns with CRS's mission of serving the poor and vulnerable. The manager will leverage their management skills and knowledge to ensure that the CP delivers impactful programming, continuously improving the effectiveness of its food assistance and cash programming. The position requires a proactive approach to managing WASH activities, ensuring compliance with CRS quality principles, donor guidelines, and industry best practices. The manager will also be responsible for fostering a learning environment, identifying opportunities for research and publications, and integrating innovations into the program.

Duties and Responsibilities:
The WASH Program Manager II will have a comprehensive set of responsibilities, including:
  • Providing management, guidance, and technical oversight for the WASH activities of the Sudan RAPID project, ensuring alignment with CRS quality standards and donor guidelines.
  • Managing and supervising WASH staff, focusing on team dynamics and staff well-being, including coaching and performance management.
  • Leading the development of program learning by identifying opportunities for research and dissemination of best practices in WASH.
  • Contributing to the growth of the CP WASH portfolio by pursuing new funding opportunities.
  • Serving as the technical lead and writer for high-quality WASH proposals.
  • Overseeing emergency technical assistance and capacity strengthening for staff and partners.
  • Ensuring timely project expenditures and efficient use of resources.
  • Identifying and strengthening partnerships relevant to WASH programming.

Required Qualifications:
The position requires a Bachelor’s Degree in International Development, International Relations, or a related field such as water and sanitation or engineering. Additional relevant experience may substitute for some educational requirements. Candidates must have a minimum of 5 years of field-based project management experience, with at least 3 years specifically in the WASH sector. Experience in the Sudan context is preferred, along with a background in managing moderately complex projects. Preferred qualifications include a Master’s Degree and experience working with international NGOs, particularly in managing US DOS funds.

Educational Background:
Candidates must possess a Bachelor’s Degree in a relevant field such as International Development, International Relations, or water and sanitation/engineering. A Master’s Degree is preferred but not mandatory. Additional relevant experience may be considered in lieu of formal education, particularly for candidates with extensive field experience in WASH programming.

Experience:
The ideal candidate should have at least 5 years of relevant field-based project management experience, with a strong preference for those who have at least 3 years of experience specifically in the WASH sector. Experience working in the Sudan context is highly desirable, as it provides valuable insights into the local challenges and operational environment. Candidates should also have experience managing moderately complex projects, demonstrating their ability to navigate the complexities of humanitarian programming.

Languages:
Proficiency in English is required for this position, as it is essential for communication and reporting. Knowledge of Arabic is desirable, as it would facilitate better engagement with local communities and stakeholders in Sudan.

Additional Notes:
The role is based in Tawila, North Darfur, with up to 70% travel required within the Darfur region. The position includes supervisory responsibilities for one WASH Senior Project Officer.
