Job Overview: The E T Consultant position at the World Bank Group is designed for individuals with expertise in health economics or public health, tasked with providing technical and operational support to health initiatives primarily in Botswana and across the southern Africa region. The consultant will be responsible for monitoring the implementation of health projects, particularly the Botswana Health Emergency Preparedness, Response and Resilience (HEPRR) Project. This role involves close collaboration with government counterparts, development partners, and World Bank teams to ensure effective project execution and alignment with national health priorities. The consultant will engage in policy dialogue, contribute to strategic planning, and support the development of health systems that promote Universal Health Coverage (UHC) and improve health outcomes for vulnerable populations. The position requires a proactive approach to problem-solving and a commitment to enhancing health service delivery through evidence-based practices.
Duties and Responsibilities: The E T Consultant will undertake a variety of key tasks, including:
Supporting the implementation of the HEPRR project and other health portfolio activities by monitoring progress against established results frameworks, ensuring adherence to timelines, and facilitating communication among stakeholders.
Assisting in the planning and execution of implementation support missions, including drafting agendas, preparing briefing materials, and documenting outcomes.
Contributing to monitoring and evaluation efforts by maintaining an M&E implementation plan, updating results frameworks, and compiling data for reporting purposes.
Providing technical inputs for project implementation, including reviewing specifications for health-related goods and services and ensuring compliance with World Bank procurement standards.
Coordinating with government agencies and development partners to align priorities and facilitate information sharing.
Engaging in analytical and advisory activities, including literature reviews and drafting technical reports to support health system strengthening initiatives.
Maintaining organized records of project documentation and contributing to knowledge management by capturing lessons learned and best practices.
Required Qualifications: Candidates for the E T Consultant position must possess a Master’s degree or equivalent in public health, economics, biostatistics, epidemiology, health policy/management, international development, or a related field. They should have at least five years of relevant experience in supporting health sector programs or projects, particularly in operational support for investment lending or technical assistance. Strong analytical skills, excellent written and verbal communication abilities in English, and experience in health systems strengthening are essential. The ability to engage effectively with government counterparts and stakeholders is also crucial, along with proficiency in managing multiple deadlines and delivering high-quality outputs under pressure.
Educational Background: The educational background required for this position includes a Master’s degree in a relevant field such as public health, health economics, or international development. This advanced education is critical for understanding the complexities of health systems and the analytical skills necessary for effective policy dialogue and project implementation.
Experience: The position requires a minimum of five years of relevant experience in the health sector, particularly in roles that involve operational support for health programs or projects. Candidates should have demonstrated experience in health systems strengthening, including areas such as primary health care, health financing, and service delivery performance. Familiarity with World Bank operations and analytical services in the health sector is highly desirable, as is experience working with government counterparts in Botswana or similar contexts.
Languages: Fluency in English is mandatory for this position, as it is the primary language of communication within the World Bank Group and with stakeholders. While English proficiency is essential, knowledge of additional languages may be considered an asset but is not required for this role.
Additional Notes: This position is a local recruitment opportunity with a term duration of one year. The E T Consultant will be expected to work full-time and may be involved in various projects across the southern Africa region, including South Africa, Namibia, Eswatini, and Lesotho. The role is subject to the World Bank Group's policies regarding Extended Term appointments, which limit such appointments to a maximum of three years.
