Job Overview:
The Associate Financial Management Officer position is situated within the Financial Management Division (PFFM) of the Procurement, Portfolio and Financial Management Department (PPFD) at ADB. The role is based in the Pakistan Resident Mission (PRM) in Islamabad, where the officer will report to a designated international staff member and work closely with the director" style="border-bottom: 1px dotted #007bff !important;">Country Director. The primary responsibilities include providing operational services related to financial management, conducting financial due diligence for projects, and supporting the implementation of financial management systems. The officer will also engage in knowledge sharing and capacity building initiatives, contributing to the overall mission of ADB to alleviate poverty and promote sustainable development in the Asia-Pacific region. This position offers the opportunity to work on various tasks across different developing member countries of ADB, enhancing the officer's professional experience and impact.

Duties and Responsibilities:
The Associate Financial Management Officer will be responsible for a variety of tasks, including: conducting annual project financial statement (APFS) and audited entity financial statement (AEFS) reviews for assigned projects; monitoring compliance with financial covenants and quality issues; providing financial management support to project teams and executing agencies; supporting financial due diligence for project processing, including assessments, cost estimates, and financing plans; assisting in project implementation through financial management-related missions; contributing to country and regional strategy work; participating in financial management training and knowledge-building activities; designing and implementing capacity-building programs; and performing other tasks as outlined in the workplan. The role requires a proactive approach to problem-solving and collaboration with various stakeholders, including government officials and project teams.

Required Qualifications:
Candidates for the Associate Financial Management Officer position must possess a Bachelor's degree in accounting or finance, preferably with advanced training. A professional qualification in accounting from an internationally recognized institution affiliated with the International Federation of Accountants (IFAC) is required. Additionally, candidates should have at least 5 years of work experience in financial management within the private or public sector, with experience in international financial institutions being advantageous. A strong understanding of International Financial Reporting Standards (IFRS), International Standards on Auditing (ISA), internal controls, and investment project appraisal is essential. Candidates should demonstrate the ability to work independently, communicate effectively in English, and possess proficiency in Microsoft Office applications, including Word, Excel, and PowerPoint.

Educational Background:
The educational background required for this position includes a Bachelor's degree in accounting or finance. Advanced training in financial management or related fields is preferred, along with a professional accounting qualification from a recognized institution. This educational foundation is crucial for understanding complex financial management concepts and practices relevant to the role.

Experience:
The position requires a minimum of 5 years of relevant work experience in financial management, preferably within both private and public sectors. Experience with international financial institutions, particularly in managing sovereign and non-sovereign transactions, is considered an asset. Candidates should have a proven track record of evaluating complex financial situations and providing effective solutions, as well as experience in liaising with various stakeholders, including government officials and project teams.

Languages:
Proficiency in English is mandatory for this position, as effective communication is essential for the role. Candidates should be able to express ideas clearly in both spoken and written formats. While English is the primary language required, knowledge of additional languages may be considered beneficial but is not mandatory.

Additional Notes:
This position is a local staff appointment, open only to nationals and permanent residents of Pakistan. It is a fixed-term appointment with the possibility of renewal, initially for a period of up to 3 years or until the Normal Retirement Date (NRD), whichever comes first. ADB may choose to renew the appointment based on various factors, including the staff's performance and the organization's needs.
