Job Overview:
The Consortium Manager plays a crucial role in leading a multi-State and multi-sector program within a complex humanitarian context in Sudan. This position is responsible for ensuring the quality and timely implementation of projects in compliance with Relief International and donor regulations. The Consortium Manager leads the Consortium Management Unit (CMU) and is tasked with effective governance and management of RI and partner implementations. This role involves representing the consortium to external stakeholders and ensuring that strategy, technical quality, program delivery, financial management, risk, compliance, monitoring, learning, and reporting are integrated across all consortium members. The Consortium Manager is expected to resolve complex cross-organizational issues, drive corrective actions, and ensure that decisions uphold program quality and accountability to communities, as well as RI's reputation.
Duties and Responsibilities:
The key responsibilities of the Consortium Manager include providing strategic leadership and accountability for consortium delivery, ensuring program objectives are met through effective planning and performance management. The manager will lead consortium governance and coordination mechanisms, manage consortium-wide risks, and resolve operational issues. They will hold overall accountability for the delivery of consortium results, ensuring integrated planning across various functions such as finance, operations, and human resources. The role also involves overseeing monitoring, evaluation, accountability, and learning systems, ensuring timely donor reporting, and maintaining compliance with donor requirements and RI policies. The Consortium Manager will serve as the principal focal point for donors, manage partner performance, and represent RI in relevant forums. Additionally, they will implement accountability mechanisms and conduct routine field supervision to assess program quality.
Required Qualifications:
Candidates must possess strategic program and consortium leadership experience, with the ability to translate complex award requirements into clear plans and accountability. A Master’s degree in International Development, Humanitarian Assistance, Public Health, Social Sciences, Project Management, Business Administration, or a related field is required. Alternatively, a Bachelor’s degree combined with significant relevant experience may be considered. Strong financial, compliance, and risk-management skills for managing large, multi-partner awards are essential. A minimum of 3 years of senior management experience overseeing multi-sector humanitarian programs is required, along with excellent negotiation, representation, and communication skills. Candidates should demonstrate high-level analytical judgment and problem-solving abilities, effective people leadership, and knowledge of humanitarian program-cycle management.
Educational Background:
The educational background required for this position includes a Master’s degree in a relevant field such as International Development, Humanitarian Assistance, Public Health, Social Sciences, Project Management, or Business Administration. A Bachelor’s degree may be acceptable if accompanied by significant relevant experience. Candidates should have a strong understanding of humanitarian principles and program management.
Experience:
The position requires a minimum of 3 years of senior management experience in overseeing multi-sector humanitarian programs, which includes partner management, donor compliance, and leading cross-functional teams. Experience in complex humanitarian contexts, particularly in fragile or conflict-affected settings, is highly valued.
Languages:
Professional fluency in written and spoken English is mandatory for this role. Proficiency in Arabic is considered a desirable asset, especially for candidates with previous experience in Sudan or similar contexts.
Additional Notes:
The position involves significant travel (50%) to Khartoum (head office) and Tawila (North Darfur). The role includes direct reports to the State project Coordinators and reports to the Deputy Country Director.
