Job Overview:
The CRS Program Manager II for Monitoring, Evaluation, Accountability, and Learning (MEAL) will play a crucial role in the implementation of the Sudan RAPID grant, which addresses the humanitarian crisis in North and East Darfur. This position involves acting as a technical advisor and leader for MEAL design, ensuring that the programs meet technical requirements and adhere to CRS quality principles and donor guidelines. The manager will oversee MEAL activities, maintain relationships with partners, and utilize technical skills to manage and analyze data, ensuring compliance and supporting learning initiatives. The role requires a proactive approach to identifying opportunities for learning and integrating best practices into the program, ultimately contributing to high-quality programming that serves the poor and vulnerable effectively.

Duties and Responsibilities:
The Program Manager will provide leadership and management of the technical MEAL aspects of the Sudan RAPID grant throughout the program cycle. Key responsibilities include developing and implementing data collection, management, and reporting systems, ensuring data quality and reliability. The manager will supervise program talent, create actionable goals for team members, and manage team dynamics. Additionally, the role involves leading program learning initiatives, identifying opportunities for research and publications, and disseminating findings to enhance the agency's knowledge management. The manager will also provide technical guidance on proposal development, oversee capacity strengthening activities for staff and partners, and ensure timely project expenditures in line with financial plans. The position requires a strong focus on partnership development and the application of partnership concepts and tools.

Required Qualifications:
Candidates must possess a Bachelor’s degree in International Development, International Relations, Sociology, Statistics, MEAL, or a related field. A minimum of 7 years of relevant experience is required, including managing large-scale projects and MEAL programs. Experience in project grants management, particularly with multiple public donors such as USAID, is essential. The ability to engage effectively with partner organizations and manage a team of professionals is also necessary. Preferred qualifications include a Master’s degree in a related field and experience in an international NGO, particularly in the Sudan context.

Educational Background:
A Bachelor’s degree in a relevant field such as International Development, International Relations, Sociology, Statistics, or MEAL is required. A Master’s degree in a related field is preferred and may enhance a candidate's competitiveness for the position.

Experience:
The position requires a minimum of 7 years of relevant experience, particularly in managing complex projects and MEAL programs. Candidates should have a proven track record of successfully managing teams and fostering a strong learning environment. Experience in project grants management and engagement with partner organizations is also essential.

Languages:
Fluency in English is mandatory, while fluency in Arabic is considered a plus. Strong communication skills in English are necessary for effective reporting and stakeholder engagement.

Additional Notes:
The role is based in Tawila, North Darfur, with up to 70% travel required within Darfur. The position includes supervisory responsibilities for 2 MEAL Senior Project Officers.
