Associate Director, OPEN Learner Engagement

Job Overview:
The Associate Director for OPEN Learner Engagement is responsible for overseeing the implementation of systems, processes, and strategies that facilitate the delivery of the Online Professional English Network (OPEN) Program. This role involves ensuring that program delivery aligns with company policies and donor requirements while working collaboratively with various teams to enhance learner engagement. The position requires strategic planning and business development related to professional development programming, English language acquisition, and education systems strengthening, particularly focusing on U.S. government and non-government funding sources. The Associate Director will lead efforts to build capacities within the team and ensure high performance in response to changing needs and opportunities.

Duties and Responsibilities:

• Provide leadership and management support for OPEN’s Learner Engagement portfolio, including enrollment management, participant support, community of practice platform management, alumni engagement, social media strategy, and systems maintenance.
• Ensure compliance with donor regulations and strategically coherent direction for program growth.
• Facilitate professional development and cross-training opportunities for team members.
• Coordinate with the Program Director on management, compliance, and performance standards.
• Serve as the program’s Safeguarding Focal Point and manage communications and data privacy.
• Support programming staff in documenting lessons learned and best practices for new project designs.
• Identify opportunities for new programming initiatives and develop content and engagement strategies for community growth.
• Ensure compliance with subaward monitoring protocols and manage financial processes related to project budgets.
• Develop relationships with funders and partner organizations, assisting with advocacy and meeting planning. 1
• Create a supervisory environment that emphasizes learning, productivity, and accountability.

Required Qualifications:

• Effective knowledge of design, implementation, and management of online international exchange programs funded by the U.S. government or other donors.
• Familiarity with funding mechanisms, contracting, and reporting requirements.
• Strong written and verbal communication skills.
• Sensitivity to cultural differences and understanding of political and ethical issues in international contexts.
• Problem-solving skills with the ability to handle unforeseen issues effectively.

Educational Background:
A Master's Degree is preferred, but a minimum of a Bachelor's Degree or its international equivalent in Knowledge/Information Services, Communications, TESOL, Education, International Development, Human Development, or a related field is required. Project Management (PM) Certification is preferred, along with a degree or certificate in Teaching English to Speakers of Other Languages (TESOL).

Experience:
Typically requires 10+ years of relevant experience, including at least 3 years of line management experience. Candidates should have demonstrated experience with project management principles and practices, particularly in online international education programs. Experience in managing remote teams and familiarity with online content delivery systems and learner engagement strategies are essential. Experience with project management software such as Monday.com or Jira is strongly preferred.

Languages:
Fluency in English is mandatory. Additional language skills may be beneficial but are not required.

Additional Notes:
This position is based in the United States and is a full-time role. The expected salary range for this position is between USD 110,000 - 130,000 annually, depending on experience and qualifications. FHI 360 offers a competitive benefits package, including a 7% contribution to a pension plan, 18 days of paid vacation, 12 sick days, and 11 holidays per year for full-time staff.
