Job Overview:
The role of the International Consultant is to provide technical assistance to the Ministry of Education and Sports (MoES) in Laos, focusing on the development of a primary teacher Continuous Professional Development (CPD) Management Information System (MIS). This position involves leading the creation of a comprehensive Road Map that will guide the establishment of the CPD MIS, ensuring that teacher CPD data is systematically captured and integrated into the MoES’ existing management information systems. The consultant will conduct a situational analysis, engage with key stakeholders, and develop recommendations for the CPD MIS, which will ultimately enhance the capacity of MoES to institutionalize CPD in the long term. The consultant will work closely with various development partners and stakeholders to ensure that the Road Map is informed by robust data and evidence, and that it aligns with existing policies and practices in the education sector.
Duties and Responsibilities:
The consultant will be responsible for conducting a situational analysis that includes a desk review of existing government policies, regulations, and technical documents relevant to CPD implementation. They will map existing primary teacher CPD programs, assess their mechanisms and modalities, and evaluate the monitoring and evaluation work being conducted by MoES and development partners. The consultant will also analyze the current MIS platforms and data management mechanisms to identify effective approaches for integrating CPD information. Based on this analysis, the consultant will develop a clear Road Map that outlines the concept, purpose, and scope of the primary teacher CPD MIS, including implementation steps, estimated costs, roles and responsibilities, and governance structures. The consultant will engage in consultations with line departments, development partners, and other stakeholders to ensure the Road Map is comprehensive and actionable.
Required Qualifications:
Candidates must possess an advanced degree in education, teacher education, education data management, or a related field. In lieu of a specific academic degree, relevant professional experience may be considered. The consultant should have at least 8 years of professional work experience in fields related to teacher education, education monitoring and evaluation, and education data management. Experience in the education sector in Laos or Southeast Asia is highly desirable, as it will provide valuable context for the consultancy work.
Educational Background:
An advanced degree in education, teacher education, education data management, or a relevant field is required. This educational background is essential to ensure that the consultant has the necessary theoretical knowledge and practical skills to effectively contribute to the development of the CPD MIS.
Experience:
The position requires a minimum of 8 years of professional experience in relevant fields, including teacher education, education monitoring and evaluation, and education data management. Languages:
