Job Overview:
The Emergency Coordinator position is crucial for planning and coordinating the daily implementation of the Rapid Response Mechanism (RRM) project in the regions of Timbuktu and Taoudeni. The role involves overseeing all RRM activities in collaboration with state partners, UN agencies, sub-clusters, and humanitarian actors, while developing a robust network to enhance operational effectiveness. The Emergency Coordinator will conduct ongoing context analysis to inform NRC's positioning in response to alerts, assessment needs, and the planning of harmonized and coordinated multi-sectoral responses. This position requires a proactive approach to improving the impact, speed, and quality of responses by leveraging lessons learned from previous interventions. The Emergency Coordinator will also be responsible for training and providing technical support to emergency officers and RRM partners, ensuring that the RRM's positioning is based on thorough context analysis aligned with its mandate.
Duties and Responsibilities:
The Emergency Coordinator will have a comprehensive set of responsibilities, including coordinating RRM activities, conducting humanitarian monitoring, and overseeing multi-sectoral assessments and responses in line with RRM guidelines. Key duties include validating assessment and intervention reports, drafting project sheets, and supervising the archiving of all relevant documents. The coordinator will act as the focal point for the RRM mechanism in the affected regions, providing training, support, and technical assistance to RRM partners. Regular monitoring and evaluation of the humanitarian crisis in the Burkina-Mali border area will be essential, along with efforts to improve humanitarian access in the region. The coordinator will also be expected to propose improvements for each type of project activity on a quarterly basis and contribute to the development of new tools and enhancements to existing ones. Additionally, the role involves maintaining communication with the project manager, submitting key project documents for approval, and ensuring compliance with financial tracking of approved expenditures on the ground.
Required Qualifications:
Candidates must possess a university degree (Bachelor's or Master's) in sociology, social sciences, law, or a related field. A proven track record of project coordination in a humanitarian context is essential, along with prior experience in implementing rapid response mechanisms. Candidates should have demonstrated results in management and relevant work experience in areas such as water, hygiene and sanitation, food assistance, shelter/NFI, protection, gender, and accountability. Knowledge of the local context is an asset, as is experience in data collection and processing. Familiarity with local languages such as Bambara, Peulh, Sonrhai, Tamacheck, and Arabic is highly desirable.
Educational Background:
A university degree in a relevant field such as sociology, social sciences, law, or equivalent is required for this position. This educational background provides the necessary theoretical foundation and understanding of the social dynamics and legal frameworks that govern humanitarian work, particularly in complex and unstable contexts.
Experience:
Candidates should have substantial experience in project coordination within humanitarian settings, particularly in contexts that are complex and unstable. Previous involvement in rapid response mechanisms is crucial, as is a demonstrated ability to manage projects effectively and achieve results in challenging environments. Experience working in the specific sectors related to the RRM project will be beneficial.
Languages:
Fluency in French is mandatory, as it is the primary language of communication in the region. Knowledge of local languages such as Bambara, Peulh, Sonrhai, Tamacheck, and Arabic is considered an asset and may enhance communication with local communities and stakeholders.
