Job Overview:
The Technical Advisor I, MEAL position is designed to provide essential technical advice and support for monitoring, evaluation, accountability, and learning (MEAL) across various design" style="border-bottom: 1px dotted #007bff !important;">program design and implementation issues. Duties and Responsibilities:
The Technical Advisor will be responsible for supporting the development and implementation of agency-wide MEAL strategies, standards, tools, and best practices. This includes ensuring a cross-sectoral approach that integrates gender, protection mainstreaming, and disaster risk reduction. The advisor will provide technical solutions to Country Program teams, both remotely and on-site, to enhance strategic planning and the application of MEAL standards and best practices. Key responsibilities include developing data collection tools, monitoring and reporting processes, and feedback mechanisms. The advisor will also contribute to the preparation and submission of project proposals, ensuring alignment with donor MEAL strategies and requirements. Additionally, the role involves customizing digital forms for data collection, documenting MEAL systems, and supporting capacity strengthening initiatives through training and workshops. The advisor will collect and analyze program data, share lessons learned, and maintain relationships with donors and peer organizations to promote best practices.
Required Qualifications:
Candidates must possess a strong proficiency in MS Office applications, ICT systems for data collection, and web conferencing applications. A solid understanding of MEAL principles and related disciplines is essential, along with experience in project design and proposal development. Knowledge of capacity-strengthening best practices and experience in program monitoring and evaluation are critical. The advisor should have strong relationship management skills, the ability to influence stakeholders, and a good grasp of descriptive statistics and database management. Excellent strategic, analytical, problem-solving, and technical writing skills are required, as well as the ability to work effectively in diverse cultural settings.
Educational Background:
A Bachelor’s degree in international development, statistics, economics, microfinance, or a related field is required. A Master’s degree in a relevant field is preferred, particularly for candidates with experience in business development and MEAL components of project design.
Experience:
Candidates should have a minimum of five to eight years of relevant work experience, ideally with an international NGO. At least two years of field-based experience in MEAL is necessary, along with demonstrated experience in project MEAL, including the development of indicators and data collection methodologies. Experience in training and mentoring diverse audiences is also essential.
Languages:
Proficiency in English and Spanish is mandatory, with French considered a plus. Candidates must be able to communicate effectively in both verbal and written forms in these languages.
Additional Notes:
The position is for a duration of 18 months and may require travel up to 50%. Candidates should be prepared to work in challenging environments and be flexible to serve wherever the agency needs dictate.
