Job Overview:
The Protection Team Leader (Protection Monitoring and Community-based Protection) is a pivotal role within the DRC Cox’s Bazar protection programme. The primary responsibility of this position is to ensure the quality implementation of all protection monitoring (PM) and community-based protection (CBP) activities. The selected candidate will supervise the PM and CBP teams, providing technical guidance and training on various protection topics, including protection monitoring, protection analysis, community engagement, and more. The role requires collaboration with the Protection Project Manager and Protection Coordinator to ensure that programming adheres to IASC, DRC Global, and DRC Bangladesh standards. The Protection Team Leader will manage officers and assistants, ensuring that all activities are executed effectively and meet the established goals and targets.
Duties and Responsibilities:
The duties and responsibilities of the Protection Team Leader include direct supervision of all CBP and PM activities to ensure technical quality and adherence to standard operating procedures (SoPs). The leader will support and train the PM team in collecting, analyzing, and reporting information on human rights and protection concerns. They will also assist CBP teams with community committees, providing training, mentoring, and feedback. Identifying gaps and capacity needs of team members is crucial, as is arranging training and ensuring that team members replicate learned skills. The leader will facilitate referrals to other humanitarian actors and collaborate with other Protection Team Leaders to share information across programming. Additionally, they will lead the implementation of activities within the technical scope of CBP and PM, ensuring quality and timely execution of projects while monitoring financial commitments and expenditures. Regular reporting on activities and maintaining excellent relationships with stakeholders is essential, as is supporting recruitment and performance evaluations of direct reports. The leader will also ensure proper documentation and secure storage of protection data, generate reports for information management, and represent DRC at relevant coordination meetings.
Required Qualifications:
Candidates must have previous experience working with vulnerable communities or refugees in a similar context. A minimum of three years of protection or human rights work experience is required, with at least two years in General Protection. Direct protection implementation experience, including group facilitation and protection analysis, is essential. Experience in the Cox’s Bazar humanitarian response with an international NGO or UN organization active in the Protection Sector, GBV sub-sector, or Child Protection Sub-sector is required. Candidates should possess good communication and capacity-building skills, as well as proficiency in computer skills, including Microsoft Office Suite, Kobo, Activity Info, and Power BI. Strong organizational and management skills are also necessary.
Educational Background:
A university education in fields such as Psychology, Social Work, Sociology, Linguistics, Anthropology, Conflict Resolution, Gender Studies, Law, or a related field is required. A Master's degree is preferred. In cases where candidates have substantial work experience in similar profiles, an educational background that develops planning and organization skills may be considered sufficient.
Experience:
The position requires a minimum of three years of relevant experience, particularly in protection or human rights work, with at least two years specifically in General Protection. Candidates should have direct experience in protection implementation, including group facilitation and protection analysis, and experience in the Cox’s Bazar humanitarian response is highly valued. Experience in protection interventions, particularly in a supervisory capacity, is also essential.
Languages:
Fluency in English, both written and spoken, is mandatory. Proficiency in Bengali is also required, along with sufficient proficiency in Chittagonian for communication with Rohingya speakers. These language skills are crucial for effective communication and engagement with the communities served by DRC.
