Job Overview:
The Senior/Principal Operational Assistant – Health Insurance and Administration position is a full-time role based at the EIB's headquarters in Luxembourg. This role is integral to the Human Resources Directorate, specifically within the Analytics, Remuneration & Employees Services Department. The successful candidate will report directly to the Head of the Health Administration & Insurances Unit and will be responsible for executing operational and administrative duties that support the administration of the Health Insurance Scheme (HIS) of the EIB and the European Investment Fund (EIF). The position requires a strong focus on accuracy, attention to detail, and excellent interpersonal skills, as the assistant will be a key point of contact for internal clients and will handle complex inquiries related to health insurance administration. The role also involves maintaining high-quality records and documentation, providing operational reporting, and supporting various health insurance projects and initiatives.

Duties and Responsibilities:
The duties and responsibilities of the Senior/Principal Operational Assistant include: acting as a key point of contact for internal clients regarding inquiries related to health insurance; verifying and validating medical claims reimbursements; processing in-house HIS payments; maintaining proper records and documentation; providing operational reporting data on HIS activities; acting as the liaison between the HIS and the Third Party Administrator for contractual matters; supporting budgetary management questions; implementing health insurance projects; and creating training materials and guides related to unit activities. The role may evolve as the unit's responsibilities change, requiring adaptability and a proactive approach to problem-solving.

Required Qualifications:
Candidates must possess a secondary level diploma, complemented by a 2-year certification in a relevant field such as secretarial studies or business administration, or equivalent experience. A minimum of 5 years of relevant professional experience is required, with at least 2 years in HR administration, particularly in insurance-related tasks. Familiarity with the Bank's organizational structure and processes is advantageous. Proficiency in standard computer tools and knowledge of software applications used by the Bank, such as PeopleSoft HR and Financials, is also beneficial. Candidates should have excellent knowledge of English and/or French, with a good command of the other language. Knowledge of additional EU languages is a plus.

Educational Background:
The educational background required for this position includes a secondary level diploma, which should be complemented by a 2-year certification in a relevant field such as secretarial studies or business administration. Alternatively, candidates may qualify with secondary level education and equivalent experience in a relevant field, particularly in HR administration or insurance.

Experience:
The position requires a minimum of 5 years of relevant professional experience, with at least 2 years specifically in HR administration. Experience dealing with insurance-related tasks, such as health, pension, or life insurance, is particularly valuable. Candidates should demonstrate a strong understanding of operational processes and the ability to manage complex inquiries effectively.

Languages:
Proficiency in English and/or French is mandatory, with a good command of the other language. While knowledge of additional EU languages is not required, it is considered an advantage for the role. Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL).
