Job Overview:
The Manager, Procurement Operations & Advisory (WBPPS) is responsible for overseeing all operational and advisory functions within the Corporate Procurement department of the World Bank Group. This includes managing the Corporate Procurement Service Desk, Order Management, Vendor Management, governance monitoring, systems support and administration, and regional procurement advisory services. The role involves leading a global team of 35 staff located in the headquarters, Global Business Centers, and across the seven regions of the World Bank Group. The selected candidate will play a crucial role in evolving the management structure of the Corporate Procurement department, aligning with the strategic priorities of the organization. The position requires a strong focus on business management, talent management, and budget management, ensuring effective delivery of procurement services and support to the organization's clients.
Duties and Responsibilities:
The Manager, WBPPS has three primary areas of responsibility: A) Business Management Responsibilities: This includes managing teams that provide planning, budgeting, and performance reporting services, conducting analytical work, and offering advisory services in operational areas and technology investments. The manager will also participate in cross-cutting activities as a member of the WBP Leadership Team and support the Vice President and Director of WBP, Corporate Procurement as needed. B) Talent Management Responsibilities: The manager will oversee unit staff, including recruitment, evaluation, and career development, while providing leadership to build sustainable finance skills and capacity. C) Budget Management Responsibilities: The manager will effectively manage the unit's resources, ensuring proper formulation and input into budget decisions, advocating for cost-effective delivery of business finance services, and promoting transparency and standardization.
Required Qualifications:
The successful candidate should demonstrate a strong ability to execute strategic initiatives, possess a reputation for leading large business transformations, and have a proven track record in procurement operations. They should have a keen interest in the World Bank Group's mission and values, along with strong leadership skills in a multicultural environment. The candidate must also exhibit excellent analytical, interpersonal, communication, and presentation skills, adaptable to various audiences, including Board level. A minimum of a Master’s degree in a relevant field such as Finance, Accounting, Business, Economics, Business Administration, Supply Chain Management, or Law is required, along with at least 12 years of progressive experience in procurement.
Educational Background:
Candidates must possess a minimum of a Master’s degree in a relevant field or discipline, which may include Finance, Accounting, Business, Economics, Business Administration, Supply Chain Management, or Law. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical understanding of procurement principles and practices.
Experience:
The ideal candidate should have a minimum of 12 years of progressive experience in procurement, with a strong track record of success in leading and managing complex procurement operations. This experience should include a deep understanding of procurement principles, practices, and regulations, particularly international procurement standards, as well as demonstrated ability to manage large work programs and decentralized teams effectively.
Languages:
The mandatory language for this position is English. Proficiency in additional languages may be considered advantageous but is not explicitly required.
