Job Overview:
The Project Officer (Especialista) will serve as the leader for monitoring, evaluation, accountability, and learning (MEAL) for the ASA 2 project team in Mexico. This role involves close collaboration with the Senior MEAL Project Officer based in Guatemala to achieve project objectives through the coordination and support of MEAL activities. The Project Officer will integrate MEAL approaches from the Land Restoration Platform, the CRS Regional Office, and CRS Global Standards and Results. The position requires providing guidance, advice, and technical support related to MEAL to staff and implementing partners, promoting CRS's mission to serve poor and vulnerable populations. The Project Officer will ensure that ASA2 applies best practices in MEAL and continuously works to enhance the impact of its benefits for the communities served. This includes designing, developing, and implementing standardized tools for data collection, storage, quality control, visualization, and analysis, which will inform decision-making and reporting. The role also involves field monitoring to validate reported information and coordinating feedback for effective data use and project performance.
Duties and Responsibilities:
The Project Officer will organize and lead the implementation of all assigned MEAL activities in coordination with the Senior MEAL Project Officer and the ASA2 Country Link in Mexico, ensuring adherence to CRS quality standards, MEAL policies, donor requirements, and industry best practices. Responsibilities include coordinating and supervising MEAL-related working relationships with local stakeholders, identifying and responding to information needs, supporting evaluation activities, and assisting partners in data collection and analysis. The Project Officer will conduct ad hoc inspections of MEAL processes and resources, ensuring timely implementation and compliance with established standards. Additionally, the role involves designing and implementing an information management strategy for ASA2, coordinating with technical specialists, and ensuring quality data through annual assessments. The Project Officer will also support capacity development activities for MEAL, ensure timely documentation of MEAL processes, assist in preparing trend analysis reports, and lead the implementation of the Feedback, Complaints, and Response Mechanism (MRQR) for the project. Collaboration with internal and external stakeholders is essential for effective communication and project visibility.
Required Qualifications:
Candidates must possess a university degree in Engineering or a related field, preferably in agriculture. Additional qualifications include diplomas or courses in project development, monitoring, and evaluation, as well as in the development and implementation of digital tools for data collection and visualization. A minimum of five years of relevant work experience with an international NGO is required, including at least three years in program work focused on MEAL. Experience working with partners, participatory action plans, and community engagement is essential.
