National Consultant to Support Measles Control in Hospital Settings

Job Overview:
The consultancy aims to bolster Ukraine's preparedness and response to measles outbreaks while enhancing infection prevention and control (IPC) and antimicrobial resistance (AMR) strategies. The consultant will be tasked with providing technical expertise to revise existing outbreak preparedness plans, implement IPC/AMR interventions, and improve surveillance and response capabilities within the healthcare system. This role is critical given the ongoing challenges posed by suboptimal immunization coverage and the transmission of vaccine-preventable diseases, particularly measles, in healthcare settings. The consultant will work closely with various stakeholders to ensure that the updated strategies are informed by recent outbreak experiences and align with national and WHO priorities.
Duties and Responsibilities:
Required Qualifications:
Essential qualifications include a first university degree in Medicine or Public Health, with specialized or postgraduate training in epidemiology or a related field. Desirable qualifications include a postgraduate qualification in IPC and a PhD in epidemiology. Candidates should possess strong communication skills, the ability to work in a team, and proficiency in standard computer applications. Advanced skills in epidemiological tools are also desirable.

Candidates must have a first university degree in Medicine or Public Health, with specialized training in epidemiology or a related field. A postgraduate qualification in IPC is desirable, as is a PhD in epidemiology, which would enhance the candidate's profile for this consultancy role.
Experience:
Candidates should have a minimum of five years of experience working in hospital epidemiology and IPC, with relevant experience specifically in Ukraine being essential. Proven experience working with international and national technical partner agencies, such as the Ukrainian Ministry of Health, is also desirable.
Languages:
Excellent knowledge of Ukrainian is essential, while knowledge of English is considered an asset. Proficiency in both languages will facilitate effective communication and collaboration with various stakeholders involved in the consultancy.
Additional Notes:
The consultancy is home-based, with no travel expected. The contract is valued at $18,000, with a daily rate of $180, and is expected to last for 100 working days from the target start date of August 5, 2026, to the target end date of December 30, 202

- Update technical recommendations for measles outbreak preparedness and response, focusing on prevention and management of intra-hospital measles transmission, informed by recent outbreak experiences and WHO guidance. Expected completion by October 2026.
- Contribute technically to the national AMR and IPC agenda, including the development of activities for the National Action Plan on AMR prevention for 2027-2028, based on previous assessments and consultations. Expected completion by December 2026.
- Document best practices on IPC, AMR, and healthcare quality topics, including intra-hospital measles transmission and healthcare waste management. Expected completion by mid-November 2026.
- Provide stakeholder engagement and coordination support for AMR/IPC implementation, including organizing consultations with key stakeholders to refine the National Action Plan on AMR prevention. Expected completion by December 2026.

- Payment will be made monthly upon provision of a Technical Report and approval from the Responsible Officer. This vacancy may also be used to identify candidates for similar consultancies at the same level. Candidates under serious consideration will be contacted, and a written test may be used as part of the screening process.
