Job Overview:
The Program Manager I for the Venezuela Earthquake Response will play a crucial role in managing humanitarian response programming in Venezuela following the devastating earthquakes that struck the region. This position involves designing and implementing projects that align with Catholic Relief Services' mission to serve the poor and vulnerable. The successful candidate will ensure that CRS and Caritas Venezuela deliver high-quality programming while continuously working to improve the impact of their initiatives. The role requires strong management skills and knowledge to effectively oversee project cycles, from design to implementation and close-out, ensuring adherence to CRS program quality principles and donor requirements. The Program Manager will also be responsible for fostering a quality partnership between CRS and Caritas Venezuela, ensuring that all activities are executed efficiently and effectively, and that the needs of the affected communities are met.
Duties and Responsibilities:
The Program Manager I will be responsible for a variety of duties including: ensuring a quality partnership between CRS and Caritas Venezuela in accordance with partnership principles; managing and implementing all activities throughout the project cycle, including design, start-up, implementation, and close-out; ensuring that project teams and partner staff utilize appropriate systems and tools; championing learning among project staff and partner teams; analyzing and evaluating project performance data in line with MEAL policy; proactively identifying issues and concerns and employing participatory processes to address implementation obstacles; acting as a key resource in project design and proposal development; coordinating the identification of staff capacity and technical assistance needs of partner organizations; and monitoring financial and material resources relevant to project needs to ensure efficient use of project resources.
Required Qualifications:
Candidates must possess a Bachelor’s Degree in International Development, International Relations, or a relevant field. A minimum of 2-3 years of relevant field-based experience in coordinating or managing light to moderately complex projects is required, preferably with an international NGO. Preferred qualifications include a Master’s Degree and project management experience in Latin America and the Caribbean. MEAL skills and experience are also preferred.
Educational Background:
The educational background required for this position includes a Bachelor’s Degree in a relevant field such as International Development or International Relations. A Master’s Degree is preferred and may enhance the candidate's qualifications for the role.
Experience:
The position requires a minimum of 2-3 years of relevant field-based experience in coordinating or managing projects. Experience with international NGOs is highly desirable, particularly in contexts similar to the humanitarian response in Venezuela.
Languages:
Fluency in both English and Spanish is required for this position. This bilingual capability is essential for effective communication and collaboration with local partners and stakeholders.
Additional Notes:
The position is based in Venezuela and is expected to last for a duration of 8 months. The role does not include supervisory responsibilities, but the candidate must be willing and able to travel up to 50% of the time.
