Job Overview:
The consultancy aims to support the Government of Lao People's Democratic Republic in developing a consolidated, evidence-based understanding of climate-related human mobility. This will contribute to stronger climate adaptation and disaster risk reduction (DRR) planning processes. The consultant will conduct analytical research on climate-related human mobility, including stakeholder mapping, data review, qualitative research, and preparation of a government-validated analytical report. The role is crucial in addressing the challenges posed by climate change and its impact on migration and displacement, particularly in the context of the increasing frequency and severity of climate-related disasters in Laos. The consultant will work under the supervision of IOM Lao PDR and coordinate with relevant government counterparts, ensuring that migration, displacement, and livelihood considerations are integrated into national planning processes.

Duties and Responsibilities:
The consultant will be responsible for several key tasks, including:

• Developing a research tool that includes guiding questions, methods, and data forms as required.
• Conducting a structured mapping of relevant stakeholders, including government institutions, development partners, and civil society actors engaged in climate change, DRR, migration, and livelihoods.
• Reviewing existing data sources and identifying analytical gaps and opportunities for integrated analysis.
• Undertaking qualitative data collection through interviews and focus group discussions to examine how climate risks influence livelihood decisions and human mobility patterns.
• Preparing a gender-sensitive analytical report on climate-related human mobility, highlighting key patterns and implications for climate adaptation and DRR planning.
• Supporting consultations and integrating feedback from the Technical Working Group (TWG) and stakeholders.
• Delivering capacity training on mapping and data collection for core government partners.
• Analyzing data and identifying key patterns and gaps.
• Presenting preliminary findings at TWG validation meetings and revising reports based on feedback.

Required Qualifications:
Candidates must possess a Master's degree or higher in Social Sciences (e.g., Migration Studies, Economics, International Relations, Development Studies, Environmental Studies) or a related field from an accredited institution. A background that combines social science with data analysis, statistics, or environmental/climate studies is advantageous. Proven experience in applied research, data analysis, or assessments is required, along with familiarity with climate change, human mobility, and DRR issues. Excellent analytical and reporting-writing skills, the ability to conduct qualitative research, and the capacity to work effectively in sensitive environments are essential. Candidates should demonstrate gender-sensitive and context-sensitive analytical capacity, as well as strong presentation and representation skills.

Educational Background:
The educational background required for this position includes a Master's degree or higher in relevant fields such as Social Sciences, Migration Studies, Economics, International Relations, Development Studies, or Environmental Studies. Candidates with a combination of social science and data analysis or environmental studies will be preferred, as this will enhance their ability to understand and analyze the complex interactions between climate change and human mobility.

Experience:
Candidates should have proven experience in applied research, data analysis, or assessments, particularly in the context of climate change and human mobility. Experience working with governmental agencies in Laos is highly desirable, as it will facilitate better understanding and collaboration with local stakeholders. Familiarity with issues related to migration, displacement, and disaster risk reduction is also important for this role.

Languages:
Fluency in English is required for this position, as the consultant will need to communicate effectively with various stakeholders and prepare reports in English. Knowledge of Thai is considered an asset, which may enhance the consultant's ability to engage with local communities and stakeholders in Laos.

Additional Notes:
The consultancy is expected to last from September 1, 2026, to May 31, 2027, with specific deliverables due at various stages throughout the assignment. The consultant will receive an all-inclusive fee based on milestones and deliverables, with payments made upon satisfactory confirmation of submitted reports. Travel within Laos may be required for field data collection and consultations, and IOM will provide transportation or reimbursement as per their travel policies. The consultant will be covered against occupational accidents and illnesses under IOM's Compensation Plan, but they must secure their own medical insurance for non-occupational issues. IOM has a zero-tolerance policy on conduct incompatible with its aims and objectives, including discrimination and harassment.
