Job Overview:
The position involves conducting a comprehensive analysis of the sugar value chain in Cuba, identifying best practices and strategies to overcome systemic and chain-specific constraints. The consultant will contribute to the project 'Rural Agricultural Value Chains and Climate-Smart Technology Policies at the Subnational Level in Latin America and the Caribbean,' which aims to enhance technical and institutional capacities for more productive, inclusive, and climate-resilient agriculture. The consultant will work closely with the CEPAL team and local stakeholders to develop actionable policy proposals that promote diversification, innovation, and sustainability in the sugar sector, with a particular focus on empowering women, youth, and small-scale producers.

Duties and Responsibilities:
The consultant will be responsible for several key activities:

• Conduct a critical analysis of the sugar value chain diagnosis and discussions from the initial dialogue table, identifying main constraints and opportunities.
• Design a research proposal for best practices and strategies, including objectives, work plan, methodology, annotated index, and relevant information sources.
• Identify, select, and analyze international best practices and lessons learned in sugar value chains facing similar challenges as Cuba.
• Perform a comparative analysis highlighting the relevance and transferability of selected best practices and lessons learned for the Cuban sugar value chain.
• Based on the identified best practices and lessons learned, formulate specific strategies addressing the main constraints and opportunities identified in the diagnosis and dialogue table, detailing responsibilities, timelines, and necessary resources for implementation.
• Consult with specialists and stakeholders in the value chain regarding the relevance of the proposed strategies.
• Incorporate gender perspectives and lessons learned as appropriate for the value chain.

Required Qualifications:
The consultant must possess a bachelor's degree in economics, agronomy, chemistry, rural development, or related fields. Additionally, the consultant should have at least 7 years of experience in economic development, productive development, industrial development, rural development, agriculture, or related areas. Experience in the sugar value chain or its derivatives is desirable, as is knowledge of the Cuban sugar industry. A master's degree in the aforementioned areas is also preferred.

Educational Background:
A bachelor's degree in a relevant field such as economics, agronomy, chemistry, or rural development is required. A master's degree in these areas is desirable and would enhance the candidate's qualifications for the position.

Experience:
The position requires a minimum of 7 years of relevant professional experience in economic development, productive development, industrial development, rural development, or agriculture. Experience specifically related to the sugar value chain or its derivatives is highly desirable, as well as familiarity with the Cuban sugar industry.

Languages:
The consultant must have an excellent command of the Spanish language. Knowledge of English is desirable but not mandatory, as the primary working language will be Spanish.
