Job Overview:
The M&E Officer at the Centre de Traitement Ambulatoire (CTA) will be a member of the Strategic Information team at FHI 360 Senegal. This position involves close collaboration with the Senior Advisor for Monitoring and Evaluation. The M&E Officer will support the implementation of program activities and contribute effectively to the establishment of a data collection, compilation, analysis, and transmission system. The role also includes capacity building for the CTA in monitoring and evaluation practices. The M&E Officer is expected to ensure that the monitoring and evaluation system is sustainable and that partners submit timely and quality reports. This position is crucial for ensuring the integrity and validity of data collected from various program activities, thereby informing decision-making processes and improving program performance.

Duties and Responsibilities:
The M&E Officer will have specific responsibilities including: contributing to the implementation and sustainability of a monitoring and evaluation system that ensures timely and quality reporting from implementing partners (PMOs) and clinics; conducting direct data verification to ensure internal consistency and validity of program activity data; supporting the implementation of best data management practices within PMOs and clinics; ensuring systematic and accurate completion of national tools for monitoring health service delivery; overseeing data entry by PMOs into national databases (DHIS2 E-Tracker) and FHI 360 project databases; contributing to the timely preparation and submission of all required project reports and documents; facilitating the interpretation and utilization of monitoring and evaluation data to inform decision-making; analyzing data from clinics and PMOs and conducting performance review meetings to collaboratively develop improvement plans; contributing to capacity-building activities in monitoring, evaluation, and reporting for PMOs and clinics; and executing any other tasks as assigned by the Senior Regional Advisor for Strategic Information in West Africa and the direct supervisor to support project management, supervision, monitoring, and evaluation.

Required Qualifications:
Candidates must hold a Master's degree in Public Health, Demography, Sociology, Epidemiology, Biostatistics, Psychology, or a related field. A minimum of 2 years of experience in monitoring, evaluation, and research related to public health programs is required, including experience in implementing HIV/AIDS programs. Proven experience in setting HIV/AIDS objectives and reporting on them is essential. Candidates should possess excellent writing and verbal communication skills, strong interpersonal skills, and presentation abilities. Experience in synthesizing information and producing related reports is necessary. Familiarity with E-tracker for individualized client tracking, developing project indicators in health, and proficiency in Microsoft software (Excel, Word) and monitoring and evaluation/statistical software is required. Knowledge of DHIS2 and its E-tracker module is also necessary, along with demonstrated experience in data analysis and developing monitoring and evaluation systems in developing countries. Proficiency in French and basic knowledge of English is mandatory.

Educational Background:
A Master's degree in a relevant field such as Public Health, Demography, Sociology, Epidemiology, Biostatistics, Psychology, or a related discipline is required for this position. This educational background is essential to ensure that the candidate possesses the necessary theoretical knowledge and practical skills to effectively contribute to the monitoring and evaluation of health programs.

Experience:
The position requires a minimum of 2 years of relevant experience in monitoring, evaluation, and research related to public health programs. This experience should include direct involvement in the implementation of HIV/AIDS programs, demonstrating the candidate's ability to navigate the complexities of public health initiatives and contribute to their success.

Languages:
Fluency in French is mandatory, with a minimum proficiency in English being desirable. This language requirement is crucial for effective communication within the organization and with stakeholders, as well as for the preparation of reports and documentation.

Additional Notes:
The position is a fixed-term contract (CDD) with expected travel requirements of 30-40% for domestic travel. The expected hiring salary range for this role is XOF 12,400,000 - 16,000,000 annually for basic salary.
