Job Overview: The UNFPA Programme Officer for Gender-Based Violence will play a crucial role in supporting the 'Inclusive Services and Opportunities (ISO) for Human Capital Development and Livelihood' project, which is a collaborative initiative led by the Ministry of Women and Children Affairs (MoWCA) with financial backing from the World Bank. This position is vital in addressing the pressing issues of gender-based violence in the Chattogram Division, which has been identified as a region requiring focused intervention due to high rates of intimate partner violence and controlling behaviors. The officer will be stationed in Dhaka but will engage in extensive travel across the Chattogram Division to provide technical support and ensure the effective implementation of GBV response services. The role involves close collaboration with various stakeholders, including government entities and NGO partners, to enhance the quality and reach of GBV services, thereby contributing to the overall goal of improving the safety and well-being of vulnerable populations.
Duties and Responsibilities: The National UN Volunteer will undertake a variety of tasks under the supervision of the GBV Programme Specialist and Chief of Gender. Key responsibilities include:
Technical Support and Programme Implementation: - Collaborate with NGO implementing partners and the Project Implementation Unit (PIU) to prepare work plans and budgets. - Support daily project interventions in conjunction with the Cox’s Bazar GBViE team and MoWCA. - Provide technical guidance to ensure the quality of project deliverables. - Coordinate the implementation of GBV referral pathways in the Chattogram Division. - Maintain communication with NGO partners to ensure adequate human resource deployment for GBV response services.
Capacity Development and Training Facilitation: - Organize capacity-building training for staff at various facilities, ensuring alignment with international standards. - Assist in the adaptation and rollout of training modules and tools. - Conduct assessments to evaluate training effectiveness. - Support the localization of SOPs and guidance notes for GBV case management.
Monitoring, Evaluation, and Reporting: - Prepare regular progress reports for government stakeholders and donors. - Maintain progress trackers for capacity-building activities. - Conduct field visits to monitor project implementation and draft recommendations for improvement. - Collaborate with the Communications team to highlight success stories and visibility materials.
Other Responsibilities: - Perform additional tasks as assigned by senior management, ensuring alignment with the overall objectives of the project.
Required Qualifications: Candidates must possess a strong understanding of gender-based violence issues and the ability to work collaboratively with various stakeholders. Educational Background: A relevant educational background is essential for this position. Experience: Candidates should have a minimum of 2-3 years of professional experience in project implementation, particularly in areas related to gender-based violence, women's rights, or humanitarian assistance. Experience working with government agencies, NGOs, or international organizations will be highly regarded. Familiarity with the socio-cultural context of Bangladesh and previous work in the Chattogram Division will be advantageous.
Languages: Fluency in Bengali is mandatory, as it is the official language of Bangladesh. Proficiency in English is also required, as it is the working language of UN agencies. Knowledge of additional local languages or dialects may be beneficial but is not mandatory.
