Job Overview:
The Emergency Officer will play a crucial role within the Humanitarian Field Support Section (HFSS) of UNICEF, particularly in the context of the Ebola L3 response. This position involves serving as the dedicated Secretariat for the Incident Management Support Team (IMST), which is a coordination mechanism under the Global Incident Manager. The officer will ensure effective functioning of the IMST by organizing meetings, maintaining communication, and tracking actions across two functional areas: Public Health Response and Emergency Operations. The role requires close collaboration with various teams to enhance UNICEF's capacity in emergency preparedness, risk monitoring, and humanitarian advocacy, ensuring that the organization's response is timely and effective in addressing the needs of children and communities during crises.

Duties and Responsibilities:
  • Organize and service meetings for the IMST, Crisis Response Team (CRT), and Emergency Management Team, ensuring all logistical aspects are covered.
  • Prepare and circulate annotated agendas for meetings, ensuring all relevant topics are addressed.
  • Maintain an action tracker to monitor follow-up items and ensure timely dissemination of decisions made during meetings.
  • Facilitate coherent coordination and information flow between different functional areas of the IMST.
  • Support the Global Incident Manager in managing the overall response to the Ebola crisis, ensuring that all actions align with UNICEF's Core Commitments for Children in Humanitarian Action.
  • Collaborate with the FA1 Lead and Public Health Emergencies team, as well as the FA2 Lead, to ensure integrated responses to emergencies.
  • Contribute to the development of strategies and plans for emergency preparedness and response, focusing on the protection of children.
  • Engage with other EMOPS sections and program groups to enhance the quality of UNICEF's humanitarian response.

Required Qualifications:
  • A Bachelor’s degree or equivalent in Public Administration, Development Studies, Social Sciences, International Relations, Public Policy, Humanitarian Affairs, or related fields.
  • At least 2 years of relevant professional work experience in international organizations, particularly in humanitarian programs and operations.
  • Strong understanding of UNICEF policies and strategies related to national and international emergency issues, including conflicts and natural disasters.
  • Knowledge of global humanitarian issues, especially those affecting children and women, and familiarity with UNICEF's approaches.
  • Awareness of gender parity and equality principles.
  • Excellent organizational and communication skills, with the ability to manage multiple tasks effectively.

Educational Background:
Candidates must possess a Bachelor’s degree or equivalent (First Level University Degree) in relevant fields such as Public Administration, Development Studies, Social Sciences, International Relations, Public Policy, or Humanitarian Affairs. This educational background is essential to understand the complexities of humanitarian work and the specific needs of children in crisis situations.

Experience:
A minimum of 2 years of relevant professional experience is required, particularly in international organizations dealing with humanitarian programs and operations. Experience in emergency contexts, including complex emergencies and early recovery, is highly desirable. Candidates should have a proven track record of working effectively in development and fragile settings, demonstrating the ability to adapt to challenging environments.

Languages:
Fluency in English is mandatory for this position. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) or a local language is considered an asset. Proficiency in multiple languages can enhance communication and collaboration in diverse settings, which is crucial for effective humanitarian response.
