Job Overview: The International UN Volunteer (Japanese) Reporting/Monitoring Officer will play a crucial role in supporting the SEEDS2 Project, which operates in a complex environment requiring robust monitoring, reporting, and results-based management systems. This position involves working closely with the Chief Technical Advisor (CTA) to implement monitoring and evaluation frameworks that ensure high-quality reporting of project results. The officer will be responsible for tracking progress against project indicators, maintaining monitoring tools, and supporting data collection and analysis. The role is essential for enhancing accountability, improving data-driven decision-making, and ensuring effective communication with donors, particularly the Government of Japan. The officer will also contribute to the preparation of various reports and documentation, ensuring compliance with UNDP standards and donor requirements.
Duties and Responsibilities: The International UN Volunteer will undertake a variety of tasks, including:
Monitoring and Evaluation Support: - Develop and implement the SEEDS2 Monitoring and Evaluation (M&E) Plan in accordance with UNDP Results-Based Management (RBM) guidelines. - Track project progress against indicators and work plans. - Maintain and update monitoring tools such as risk logs and performance tracking systems. - Support data collection and analysis to ensure project results are accurate and reliable. - Assist in the mid-term evaluation of the project.
Reporting and Documentation: - Prepare weekly and monthly progress updates, quarterly and annual project reports, and donor reports. - Ensure compliance with UNDP corporate standards in all reporting. - Support the preparation of Results-Oriented Annual Reports (ROAR).
Results-Based Management (RBM) and Quality Assurance: - Ensure project activities align with RBM principles and UNDP policies. - Support quality assurance of project outputs and reporting narratives. - Assist in developing logframes and performance tracking mechanisms.
Knowledge Management and Communication: - Document lessons learned and best practices from the project. - Contribute to knowledge products such as briefs and presentations. - Coordinate with communication teams to enhance project visibility.
Coordination and Stakeholder Engagement: - Liaise with project partners and stakeholders on monitoring and reporting requirements. - Support coordination with donors and contribute to visibility efforts. - Participate in UNDP M&E and program coordination meetings.
Required Qualifications: Candidates must possess a strong understanding of monitoring and evaluation principles, particularly in the context of international development. They should have experience in data collection and analysis, as well as report writing. Familiarity with UNDP's corporate standards and donor requirements is essential. The ideal candidate will demonstrate strong communication skills, both written and verbal, and the ability to work collaboratively with diverse stakeholders. Proficiency in project management and results-based management frameworks is also required. Additionally, candidates should exhibit adaptability, flexibility, and professionalism in their work.
Educational Background: A bachelor's degree in social sciences, international development, public administration, or a related field is required. A master's degree in a relevant discipline is preferred and may enhance the candidate's qualifications. Training or certification in monitoring and evaluation, project management, or related areas will be considered an asset.
Experience: Candidates should have at least 2-3 years of relevant experience in monitoring and evaluation, project management, or a related field. Experience working with international organizations, particularly in the context of UNDP or similar agencies, is highly desirable. Familiarity with the political and social context of Ethiopia, as well as experience in donor reporting, will be advantageous.
Languages: Fluency in English is mandatory, and proficiency in Japanese is required due to the specific focus on reporting to the Government of Japan. Knowledge of Amharic or other local languages would be considered a valuable asset, enhancing communication with local stakeholders and partners.
Additional Notes: This position is a volunteer role under the UN Volunteers program, and it may involve a commitment to a specific duration, typically ranging from 6 to 12 months. The role is full-time, and candidates should be prepared to engage in a dynamic work environment.
