Job Overview:
The position of Chargé(e) des Ressources Humaines et de l’Administration at NRC is crucial for ensuring effective human resource management and administrative support at the Adré base. The successful candidate will play a key role in implementing NRC's policies and procedures, ensuring compliance with organizational standards, and contributing to the overall mission of providing humanitarian assistance to displaced populations. This role involves managing HR functions, supporting recruitment processes, maintaining personnel records, and ensuring that staff receive the necessary training and support. The officer will also be responsible for monitoring performance management processes and ensuring that all HR-related activities align with NRC's strategic objectives.

Duties and Responsibilities:
The Chargé(e) des Ressources Humaines et de l’Administration will be responsible for a variety of tasks, including but not limited to: ensuring adherence to NRC policies and guidelines; implementing delegated support functions related to the action plan; preparing reports on support activities as requested; maintaining accurate personnel files and documentation; encouraging improvements in support functions; supervising delegated staff; collecting payroll data at the end of each month; managing recruitment processes in accordance with established procedures; monitoring contract periods for staff; updating and archiving personnel files on SharePoint; organizing and tracking staff training; supporting performance management processes; ensuring compliance with labor laws and NRC guidelines; coordinating with key partners and institutions in HR; and providing regular updates on leave, contracts, and personnel lists to the HR Coordinator.

Required Qualifications:
Candidates must possess proven experience in human resources within a similar role, particularly in humanitarian contexts. A bachelor's degree in Human Resource Management, Business Administration, Law, Social Sciences, or a related field is required. Additionally, candidates should have at least three years of professional experience in HR management in complex and unstable environments or with international NGOs. Demonstrated results in fulfilling job responsibilities and a strong command of French, along with a good knowledge of English, will be advantageous.

Educational Background:
The educational background required for this position includes a bachelor's degree in a relevant field such as Human Resource Management, Business Administration, Law, or Social Sciences. This educational foundation is essential for understanding the complexities of human resource management and administration in a humanitarian context.

Experience:
The position requires a minimum of three years of relevant professional experience in human resources management, particularly in challenging and unstable environments. Experience working with international NGOs is highly desirable, as it provides insight into the unique challenges faced in humanitarian settings.

Languages:
Fluency in French is mandatory, and a good command of English is considered an asset. Proficiency in these languages is crucial for effective communication within the organization and with external partners.
