Job Overview: The consultancy aims to conduct a National Climate Vulnerability Mapping of Health Service Delivery Systems in Turkey, utilizing geospatial analysis through Geographic Information System (GIS) data. The consultant will assess the vulnerability of healthcare infrastructure to climate stressors such as extreme heat and humidity, identifying high-risk areas and providing policy recommendations. The analysis will correlate healthcare infrastructure coordinates with climate stressors recorded over the past 10-15 years, establishing statistically significant vulnerabilities and identifying regions in need of strategic adaptation. The consultant is expected to submit a CV and a short proposal outlining the research objectives and methodological framework, including intended data sources.
Duties and Responsibilities: The consultant will be responsible for analyzing and visualizing the threats posed by climate change to essential healthcare infrastructure. This includes correlating spatial infrastructure data, service utilization data, and climate exposure data to measure vulnerabilities. The consultant will conduct a geospatial analysis to cross-reference climate stressors with health indicators and the location of health service provision units. They will also formulate evidence-based policy recommendations based on the findings from the quantitative analysis. The consultant must manage the acquisition and handling of primary and secondary data required for the analysis and ensure comprehensive analysis by including supplementary datasets relevant to the study objectives.
Required Qualifications: Candidates must possess a Master’s Degree in Public Health, Demography, Economics, Econometrics, Mathematics, Social Policy, Environmental Science, or a related field. They should have a minimum of 5 years of relevant academic and research experience in public health, demography, social policy, economics, or environmental policy. A strong publication record and experience in quantitative analysis related to health policy are essential. Proficiency in Microsoft Office, Windows-based applications, spreadsheets, and databases is required. Previous experience in delivering similar assignments and working with the UN is considered an asset. Excellent writing, research, consultation, and engagement skills are also necessary.
Educational Background: A Master’s Degree in a relevant field such as Public Health, Demography, Economics, Econometrics, Mathematics, Social Policy, Environmental Science, or a related discipline is required for this position. This educational background is crucial for understanding the complexities of climate vulnerability and health service delivery systems.
Experience: The position requires a minimum of 5 years of relevant academic and research experience in fields such as public health, demography, social policy, economics, or environmental policy. Additional Notes: The consultancy is expected to take place from 20 July 2026 to 22 September 2026 and will be home-based. The consultant will be required to submit a daily log detailing working days and tasks along with deliverables. The acceptance of services will be certified through a Certification of Payment, which must be counter-signed by both parties. The deliverables include an inception report, a preliminary report, and a final report, each with specific completion percentages and deadlines.
