Job Overview: The Technical Officer (Forestry) will play a critical role in supporting the implementation of the REDD+ programme, advancing Nationally Determined Contributions (NDC) implementation at the subnational level, and strengthening readiness for carbon market engagement. This position is essential for accelerating the recognition and sustainable management of indigenous forest areas (Masyarakat Hukum Adat - MHA) while ensuring alignment with national policies and safeguards frameworks. The incumbent will work closely with relevant government counterparts, including technical units within the Ministry of Environment and Ministry of Forestry, as well as subnational agencies. The role involves providing technical and coordination support to the implementation of REDD+ programmes, NDC operationalization, and carbon market readiness initiatives, ensuring that all project activities are aligned with national policies and UNDP standards, including Gender Equality and Social Inclusion principles.
Duties and Responsibilities: The Technical Officer (Forestry) will be responsible for a wide range of duties, including:
Supporting the implementation of REDD+ programmes by aligning interventions with national development plans and facilitating coordination among stakeholders.
Assisting in the operationalization of NDC targets at the subnational level, particularly in forestry and land-use sectors, and developing Measurement, Reporting, and Verification (MRV) systems.
Strengthening carbon market readiness by supporting the development of carbon market mechanisms and facilitating engagement with stakeholders to promote high-integrity carbon market participation.
Providing technical support for the recognition and sustainable management of indigenous forest areas (MHA) and integrating social forestry schemes into climate mitigation opportunities.
Supporting governance, coordination, and policy alignment by providing inputs to policy development related to REDD+, NDC, and carbon markets.
Monitoring project progress and reporting on challenges, risks, and mitigation measures, ensuring compliance with UNDP and financial partners' requirements.
Required Qualifications: Candidates must possess an advanced university degree (Master’s Degree or equivalent) in forestry-related disciplines, biology, environment, sustainable development, social science, or a related field. Alternatively, a first-level university degree (Bachelor’s degree) in the aforementioned areas combined with an additional two years of qualifying experience will be considered. The position requires a strong understanding of Indonesia’s policies and national priorities on climate change, as well as experience in environmental issues, particularly REDD+ implementation, NDC, and carbon markets. Candidates should also have excellent computer skills, particularly in using office software packages, and experience working with multidisciplinary and multicultural teams.
Educational Background: The educational background required for this position includes an advanced university degree (Master’s Degree or equivalent) in relevant fields such as forestry, biology, environment, sustainable development, or social science. Candidates with a Bachelor’s degree in these areas will be considered if they have at least two years of progressive experience in project management and forest governance. This educational foundation is essential for understanding the complexities of climate change policies and their implementation at both national and subnational levels.
Experience: The level of experience required for this position varies based on educational qualifications. Applicants with a Master’s degree are not required to have professional work experience, while those with a Bachelor’s degree must have a minimum of two years of progressive experience in project management and forest governance. Desired skills include experience in environmental issues, particularly REDD+ implementation, NDC, and carbon markets, as well as coordination activities and organizing workshops. Experience working with UNDP or other UN agencies is also preferred.
Languages: Fluency in English and Bahasa Indonesia (both writing and speaking) is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.
