Job Overview: The Laboratory Technical Advisor (LTA) plays a crucial role in the EpiC Jamaica project, which is part of a larger global health initiative funded by the United States Government. The LTA is responsible for providing technical guidance and leadership in strengthening laboratory systems within Jamaica's public health sector. This position requires a deep understanding of laboratory quality management systems and the ability to implement evidence-based practices to enhance laboratory operations. The LTA will work closely with the Ministry of Health and Wellness (MOHW) and other stakeholders to ensure that laboratory services meet national and international standards. The role involves overseeing project activities, managing timelines and budgets, and ensuring that laboratory systems are continuously improved to support public health objectives. The LTA will also be involved in capacity-building initiatives, helping to train laboratory personnel and improve diagnostic services across the country.
Duties and Responsibilities: The LTA will have a wide range of responsibilities, including but not limited to: providing high-quality technical leadership in laboratory quality management systems; leading and coordinating laboratory strengthening initiatives; conducting laboratory assessments and reporting on findings; developing and implementing corrective action plans; supporting laboratories in achieving accreditation; enhancing specimen referral and management systems; staying updated on laboratory science and technologies; and mentoring laboratory staff. The LTA will also be responsible for project design, implementation, and stakeholder engagement, ensuring that all activities align with national priorities and project objectives. Additionally, the LTA will draft technical reports for donors and stakeholders, monitor project progress, and provide recommendations for improvement.
Required Qualifications: Candidates must possess a Master's Degree or its international equivalent in laboratory sciences with a specialization in microbiology or a related field. They should have at least eight years of experience in clinical laboratory medicine, with a minimum of five years in a laboratory quality management role. Direct experience in Jamaica is preferred. Proven knowledge and experience in laboratory diagnosis of infectious diseases, as well as familiarity with international biosafety regulations, are essential. Candidates should also have experience managing donor-funded projects, particularly those funded by the US Government, and demonstrate the ability to work collaboratively with multiple partners.
Educational Background: A Master's Degree in laboratory sciences, microbiology, or a related field is required for this position. This educational background is crucial for understanding the complexities of laboratory operations and quality management systems, as well as for providing effective technical leadership in laboratory strengthening initiatives.
Experience: The ideal candidate will have extensive experience in clinical laboratory medicine, particularly in developing countries. A minimum of eight years of relevant experience is required, with at least five years specifically in a laboratory quality management role. Experience in Jamaica is highly desirable, as it provides context for understanding the local health system and laboratory challenges. Candidates should also have a proven track record of managing projects and collaborating with various stakeholders in the health sector.
Languages: Fluency in English is mandatory for this position, as effective communication is essential for collaboration with stakeholders and reporting to donors. Additional language skills may be beneficial but are not required.
Additional Notes: This position is full-time and may involve travel within Jamaica, estimated at 10% to 25% of the time. The expected hiring salary range for this role is JMD 6,600,000 - 9,000,000 annually, depending on the candidate's experience and qualifications.
