Job Overview:
The Inter-regional Adviser (IRA) will play a crucial role in providing high-level policy advice to governments and stakeholders in developing countries regarding sustainable financing strategies and integrated national financing frameworks. The IRA will work closely with the Chief of the Policy Analysis and Development Branch and the Director of the Financing for Sustainable Development Office to ensure that the services provided align with intergovernmental guidance and capacity development strategies. The position requires a deep understanding of macroeconomic and macrofiscal dimensions of financing for development, as well as the ability to monitor and analyze trends in sustainable financing. The IRA will be responsible for designing and implementing capacity development programs, leading initiatives that promote gender mainstreaming, and contributing to global and regional workshops and training events. The role also involves resource mobilization and establishing partnerships with various stakeholders to enhance the effectiveness of financing strategies. The IRA will be expected to produce written outputs such as policy papers, technical notes, and analytical reports that provide sound advice to governments and contribute to the intergovernmental process.

Duties and Responsibilities:
The incumbent will be responsible for a wide range of duties, including: providing high-level policy advice to governments on sustainable financing strategies; monitoring and analyzing trends in sustainable financing; leading the design of national policies and strategies for financing for sustainable development; developing capacity development programs and activities; ensuring gender mainstreaming in all actions; contributing to workshops and training events; leading resource mobilization strategies; developing training materials; liaising with professional networks; establishing partnerships with stakeholders; and providing inputs for normative and advocacy functions of the Division. The IRA will also be expected to produce various written outputs, including mission reports, policy recommendations, analytical reports, and project proposals, ensuring that these outputs are innovative and address the needs of developing countries.

Required Qualifications:
Candidates must possess a strong commitment to high-level technical expertise in sustainable financing strategies and integrated national financing frameworks. They should have proven abilities in preparing robust project proposals, familiarity with donor policies and programs, and knowledge of capacity development concepts. The ideal candidate will have experience in building partnerships with national institutions and mobilizing resources, as well as a commitment to incorporating gender perspectives in all areas of work. Strong analytical and communication skills are essential, along with the ability to work collaboratively in a team environment and maintain productive partnerships with clients.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in economics, finance, development, or a related field is required for this position. This educational background is essential to ensure that the candidate has the necessary knowledge and skills to effectively advise governments and stakeholders on complex financing issues and strategies.

Experience:
A minimum of ten (10) years of progressively responsible experience within the UN development system or related operational activities is required. This experience should include at least five (5) years of advisory work in developing countries, preferably across multiple regions. Candidates should also have at least five (5) years of experience specifically in sustainable financing strategies and integrated national financing frameworks. Experience in international technical cooperation and capacity development is essential, while familiarity with macroeconomic and macrofiscal policies is desirable. Additionally, experience in developing policy guidance on financing for sustainable development will be considered an asset.

Languages:
English is required for this position, with a minimum proficiency level of UN Level III in reading, writing, listening, and speaking. French is also a working language of the United Nations, and proficiency in French may be considered an advantage, although it is not mandatory for this role. Candidates should be able to communicate effectively in English to fulfill the responsibilities of the position and engage with diverse stakeholders.

This position is classified as a specialized inter-regional adviser role, with an initial probationary period of one year under a fixed-term appointment.
