Job Overview:
The Project Manager will lead the project titled 'Protecting Dams and Surrounding Areas in Jordan Valley through Nature-Based Solutions and Labour-Intensive Measures.' This role involves overseeing the construction of soil and water conservation structures, including gabion check dams, retaining walls, and afforestation measures. The Project Manager will act as the primary liaison with various stakeholders, including donors and government counterparts, ensuring compliance with technical standards and safety protocols. The position requires a significant field presence to supervise construction and Cash-for-Work activities, ensuring timely implementation and adherence to project guidelines. The individual will report directly to the Area Programme Manager and is expected to maintain a minimum field presence of three working days per week at project sites.
Duties and Responsibilities:
The Project Manager's duties include providing strategic and operational leadership for the project, overseeing planning, forecasting, budget management, and implementation of project activities. They will ensure integration of decent work principles and accountability throughout the project lifecycle. The role involves leading technical planning, supervising engineering designs, conducting regular site inspections, and ensuring compliance with health and safety standards. The Project Manager will also oversee Cash-for-Work implementation, monitor productivity indicators, and ensure the delivery of structured skills development sessions for participants. Additionally, they will represent DRC in coordination platforms, maintain partnerships with local authorities, and ensure transparent communication with stakeholders. Reporting responsibilities include serving as budget holder, consolidating reports from field teams, and contributing to donor narrative and financial reports.
Required Qualifications:
Candidates must possess a minimum of 10 years of professional experience as a engineer" style="border-bottom: 1px dotted #007bff !important;">Civil Engineer, with specific expertise in water and soil conservation infrastructure. They should have demonstrated experience in the design and supervision of gabion check dams, retaining walls, and other related structures. At least 5 years of experience in managing donor-funded construction and Cash-for-Work projects in Jordan is required. Strong project cycle management skills, budget oversight capabilities, and knowledge of Occupational Safety and Health standards are essential. The ability to work effectively with government stakeholders and lead multi-disciplinary teams in challenging environments is also necessary.
Educational Background:
A minimum of a Bachelor’s degree in Civil Engineering or Water and Environment Engineering is required, with a Master's degree in the same field preferred. Registration with the Jordan Engineers Association or an equivalent body is considered an asset.
Experience:
The position requires a minimum of 10 years of relevant professional experience, particularly in civil engineering and project management within the context of humanitarian aid and development. Candidates should have a proven track record in managing complex field operations and working with diverse teams.
Languages:
Fluency in Arabic is mandatory, and fluency in English is also required. Proficiency in additional languages may be considered an asset but is not mandatory.
