Job Overview:
The Monitoring & Evaluation Officer will play a crucial role in providing technical assistance to project implementation structures in Burkina Faso, ensuring the optimal operationalization of their monitoring and evaluation plans. This position involves routine monitoring, data collection, quality assurance, analysis, and data utilization. The officer will be responsible for supporting public health training facilities in the operationalization of the e-tracker system. Under the supervision of the Senior Monitoring & Evaluation Officer, the incumbent will coordinate regular quantitative and qualitative data collection from all implementation units, including partners, field offices, and community structures. The role requires ensuring appropriate data disaggregation for detailed analysis and reporting, implementing regular data quality assurance protocols, and supervising health agents or data collectors to ensure the accuracy of reports. The officer will maintain an organized system for documenting data, analyses, and monitoring tools, collaborate with technical leaders to refine interventions based on real-time data, and analyze monitoring data to generate actionable insights. Additionally, the officer will produce dashboards, summaries, infographics, and clear presentations for various audiences, contribute to the establishment and consolidation of a monitoring and evaluation system, and provide technical assistance to the Ministry of Health and supported health facilities in the operationalization of the e-tracker. The role also involves facilitating learning and reflection sessions to promote evidence-based decision-making and integrating community feedback systems into the monitoring and evaluation framework.

Duties and Responsibilities:
  • Coordinate regular quantitative and qualitative data collection from all implementation units, including partners, field offices, and community structures.
  • Ensure appropriate data disaggregation to facilitate detailed analysis and reporting.
  • Implement regular data quality assurance protocols, including site visits, validations, and audits.
  • Supervise health agents or data collectors to ensure the quality and accuracy of reports.
  • Maintain an organized system for documenting data, analyses, and monitoring tools.
  • Collaborate with the Senior M&E Officer and technical leaders to refine interventions based on real-time data.
  • Analyze monitoring data to generate actionable insights and share results with the EpiC team, district health teams, and the Ministry of Health.
  • Produce dashboards, summaries, infographics, and clear presentations for various audiences, including technical teams, donors, and authorities.
  • Contribute to the establishment and consolidation of a monitoring and evaluation system that ensures the regular submission of quality reports. 1
  • Provide technical assistance to the Ministry of Health and supported health facilities for the operationalization of the e-tracker. 1
  • Facilitate learning and reflection sessions to promote evidence-based decision-making. 1
  • Integrate community feedback systems into the monitoring and evaluation framework and analyze trends to guide program adjustments. 1
  • Contribute to the timely preparation and submission of monitoring and evaluation reports and learning notes as per donor requirements. 1
  • Execute any other tasks assigned by the immediate supervisor to support project management, monitoring, and evaluation.

Required Qualifications:
  • Bachelor's degree in public health, demography, sociology, epidemiology, biostatistics, psychology, or a related field.
  • Minimum of 2 years of experience in monitoring, evaluation, and research in public health programs.
  • At least 2 years of experience in implementing integrated maternal, neonatal, child health, and nutrition programs, as well as HIV.
  • Proven experience in setting and monitoring targets in maternal, child health, and HIV/AIDS.
  • Excellent writing, oral, and interpersonal skills.
  • Experience in synthesizing information and producing reports.
  • Proficiency in e-tracker for individualized patient tracking.
  • Experience in developing health project indicators.
  • Proficiency in various software, including Microsoft (Excel, Word), as well as monitoring and evaluation or statistical tools; experience with e-tracker or HMIS/DHIS2 is essential. 1
  • Experience collaborating with the Family Health Directorate (DSF) for MNCH-N data collection and reporting in ENDOS (HMIS/DHIS2). 1
  • Familiarity with PowerBI, DHIS2, Kobo Toolbox, and Excel is desirable. 1
  • Proven experience in data analysis and developing monitoring and evaluation systems in developing countries. 1
  • Experience in conflict zones would be an asset.

Educational Background:
A Bachelor's degree in public health, demography, sociology, epidemiology, biostatistics, psychology, or a related discipline is required for this position. This educational background provides the necessary foundation for understanding the complexities of health systems and the methodologies used in monitoring and evaluation.

Experience:
The position requires a minimum of 2 years of relevant experience in monitoring, evaluation, and research within public health programs. Candidates should have hands-on experience in implementing integrated health programs, particularly in maternal, neonatal, child health, nutrition, and HIV. Proven experience in setting and monitoring health targets is essential, along with a strong background in data analysis and reporting.

Languages:
Fluency in French is mandatory, with a basic knowledge of English being advantageous. Proficiency in French is crucial for effective communication within the local context and for engaging with stakeholders, while a basic understanding of English can facilitate collaboration with international partners and resources.

Additional Notes:
The expected hiring salary range for this role is XOF 8,000,000 - 9,500,000 annually for basic salary. When determining an offer amount, FHI 360 considers multiple factors, including relevant years of experience and education, internal equity, market pay, and budget. For internal candidates, salary placement will also follow FHI 360’s current promotional increase guidelines.
