Job Overview:

The consultant will be responsible for editing and restructuring existing guidance documents to meet legal standards, ensuring that they can be formally endorsed and operationalized within the national healthcare system. The consultant will work closely with national specialists and UNFPA representatives to ensure that the guidance is comprehensive, legally sound, and ready for implementation.

Duties and Responsibilities:
The consultant will undertake several key phases of work, including:
  • Structural alignment and administrative editing phase (6 working days): Analyze the existing technical guidance draft against the legal formatting and structural requirements set by the Ministry of Justice. Restructure and edit the document into the official legislative format.
  • Comment resolution phase (6 working days): Review and categorize legal feedback from the Ministry of Justice, drafting necessary textual adjustments to meet regulatory parameters.
  • Finalization and Technical Approval Support (6 working days): Conduct virtual working sessions with the MoHMI legal working group to validate the adjusted text before re-submission. Deliver the final legislative document ready for signature and registry.
  • Reporting phase (2 working days): Develop a final consultancy report summarizing the work completed and outcomes achieved.

Required Qualifications:
Candidates must possess an advanced university degree (Master's or Ph.D.) in Law, Public Policy, International Relations, or a relevant social science field. Alternatively, a Bachelor's degree in Law combined with 9 years of specialized experience in legislative drafting may be accepted. Additionally, a minimum of 7 years of experience in legal drafting, legislative text editing, or reforming regulatory frameworks within government health or social protection sectors is required. Experience in preparing technical documents for formal approval by state registry or Ministry of Justice is also essential.

Educational Background:
The educational requirements for this position include an advanced degree in a relevant field such as Law, Public Policy, or International Relations. A Bachelor's degree in Law may be acceptable if accompanied by extensive experience in legislative drafting and editing.
