Job Overview:
The Finance and logistics-officer" style="border-bottom: 1px dotted #007bff !important;">Logistics Officer plays a crucial role in supporting the financial administration of projects from initiation to closure. This position involves meticulous planning and budgeting, ensuring that all financial transactions are accurately documented and processed. The officer will be responsible for preparing monthly budget reports, managing expenditures and income, and ensuring compliance with statutory requirements. The role also encompasses administrative and logistical support, including travel arrangements for volunteers and staff, managing office facilities, and maintaining supplier contracts. The officer will collaborate with both internal teams and external partners to ensure effective financial management and compliance with donor requirements. This position is vital for ensuring that VSO's projects are financially sound and that resources are utilized efficiently to maximize impact.

Duties and Responsibilities:
The Finance and Logistics Officer will undertake a variety of duties, including but not limited to: providing finance administration support for project start-up and close-out; preparing monthly budget versus actual reports and variance analysis; managing all expenditure and payment documentation; processing reimbursements for volunteers and staff; ensuring timely reconciliations of cash and bank balances; preparing payroll and processing payroll costs; ensuring compliance with local tax regulations and statutory reporting; supporting logistics for travel and accommodations; administering office facilities and maintenance; managing supplier contracts and inventory; providing administrative support for volunteer accommodations; liaising with government and immigration authorities; collaborating with internal teams for financial reporting and project coding; and maintaining strong relationships with local partners and suppliers to ensure compliance and timely payments.

Required Qualifications:
Candidates must possess a qualification in Finance & Accounting or be a Partly Qualified Management Accountant (CMA), Certified Public Accountant (CPA), or Chartered Accountant (ACCA) license, or have equivalent experience. Proficiency in finance administration, accounting, and payment processing is essential. Candidates should also have strong skills in procurement, logistics, and office management, along with knowledge of relevant laws and regulations in Uzbekistan. Familiarity with financial software and accounting systems, particularly Excel and SUN systems, is required. Strong engagement and collaboration skills, as well as good IT literacy, are also necessary for this role.

Educational Background:
A degree in Finance, Accounting, or a related field is required. Additional qualifications such as CMA, CPA, or ACCA are highly desirable. Candidates should have a solid understanding of financial principles and practices, as well as experience with financial reporting and compliance.

Experience:
The ideal candidate should have a minimum of 3-5 years of relevant experience in finance administration, accounting, and logistics management. Experience working in a non-profit or international development context is preferred, as is familiarity with donor compliance and financial reporting requirements.

Languages:
Fluency in English is mandatory, both written and spoken. Proficiency in local languages is highly desirable, as it will facilitate communication with local partners and stakeholders.
