Job Overview:
The National Anticipatory Action Coordinator will lead the implementation of the Scaling Anticipatory Action for Displacement (SAAD) project in Colombia. This role is crucial in shifting humanitarian crisis management from reactive to proactive measures by integrating machine learning displacement forecasting with community-based early warning systems. The coordinator will enhance DRC's existing humanitarian infrastructure by embedding displacement forecast triggers within DRC’s programming, particularly the SHARP initiative, to facilitate earlier mobilization of humanitarian responses in areas vulnerable to climate-conflict interactions. The position requires a strong technical and coordination lead to ensure effective implementation of anticipatory action plans, stakeholder engagement, and evidence generation for donor reporting.

Duties and Responsibilities:
The National AA Coordinator will be responsible for several key areas:

• Technical Implementation and AAP Development: Lead the integration of displacement forecast triggers within DRC's Rapid Response Mechanisms, develop conflict-sensitive Anticipatory Action Plans (AAPs), and coordinate the localization of DRC's machine learning displacement forecasting model.
• Coordination and Stakeholder Engagement: Represent DRC in national technical working groups, maintain partnerships with local organizations, and support the institutionalization of anticipatory action within national disaster risk management frameworks.
• Data, Analysis, and Learning: Collaborate with data analysts to monitor displacement forecasts, oversee the implementation of the SAAD MEAL framework, and document evidence from AA activations.
• Business Development and Advocacy: Contribute to national advocacy strategies and support broader business development efforts.
• Reporting, Communication, and Project Management: Ensure timely reporting, manage sub-grants, and maintain communication with regional and global teams.

Required Qualifications:
Candidates must possess at least 5 years of experience in humanitarian programming within conflict-affected settings, with a minimum of 2 years focused on anticipatory action or disaster risk management. They should have demonstrated experience in Colombia or Latin America, with a strong understanding of armed conflict dynamics and humanitarian coordination systems. Experience in designing anticipatory action projects, familiarity with rapid response mechanisms, and strong coordination skills are essential. The ability to manage multiple priorities in complex environments and a willingness to travel are also required.

Educational Background:
A suitable educational background includes degrees in International/Humanitarian Affairs, Political Science, Peace and Conflict Studies, Geography, Environmental Studies with a focus on conflict/displacement, or Social Sciences with a specialization in displacement or forced migration.

Experience:
The position requires a minimum of 5 years of relevant experience in humanitarian programming, specifically in conflict-affected areas, with at least 2 years dedicated to anticipatory action or related fields. Candidates should have a proven track record of working in Colombia or similar contexts, demonstrating a deep understanding of the local humanitarian landscape and the complexities of displacement.

Languages:
Full professional fluency in Spanish is mandatory, as it constitutes approximately 80% of professional communication. Professional proficiency in English is also required, accounting for about 20% of communication needs.

Additional Notes:
The position is a national contract (obra o labor) or an expatriate contract (fixed term), with a duty station in Bogotá, Colombia. The start date is anticipated for August 2026, contingent upon funding availability.
