Job Overview:
As the ICT & MEAL Officer, the individual will play a crucial role in monitoring and evaluating field activities, ensuring effective follow-up with participants. This position requires providing responsive and professional technical support in ICT, adhering to the agency's established policies and procedures. The officer will work closely with the coordinator" style="border-bottom: 1px dotted #007bff !important;">MEAL Coordinator to design, validate, implement, and strengthen the MEAL system for the project, ensuring quality information generation and management for evidence-based decision-making. The role also involves collecting data, managing databases, and supporting the integration of data systems to enhance project outcomes.

Duties and Responsibilities:
The officer will coordinate with the MEAL Coordinator to design and implement the MEAL system, ensuring effective participation from CRS teams and key stakeholders. Responsibilities include field monitoring of GAAP groups, data collection using tools like CommCare and Kobo Collect, and updating project indicators. The officer will also support database configuration, ensure data quality, and collaborate with MEAL staff to create visual reports. Additional duties involve facilitating accountability sessions, monitoring program quality, and providing technical assistance to partners, ensuring effective data management and decision-making processes.

Required Qualifications:
Candidates must possess strong relationship management skills, effective communication abilities, and analytical thinking. They should be proactive, solution-oriented, and capable of maintaining confidentiality. Experience in data quality management, indicator analysis, and report writing is essential. The officer should also have the ability to train and implement processes tailored to local realities, ensuring effective monitoring and evaluation practices.

Educational Background:
A Bachelor's degree in Systems Engineering, Programming, or a related field is required. Candidates should have demonstrable experience in community work, monitoring, evaluation, accountability, and learning. Technical expertise in database management and digital form development is essential, along with knowledge of data processing and visualization tools.

Experience:
A minimum of three years of relevant work experience in a similar role is required. Candidates should have experience in fieldwork, community engagement, and technical support in monitoring and evaluation. Familiarity with platforms like CommCare and Kobo Collect is necessary, as well as experience in providing data visualization support, preferably using Microsoft Power BI.

Languages:
Intermediate English proficiency is preferred but not mandatory. The ability to communicate effectively in Spanish is essential for this role.

Additional Notes:
The position is based in Chiquimula, with approximately 70% of the time spent in field activities and 30% in the CRS office. The role may involve travel to various municipalities within the department.
