Job Overview: The Coordinator for Policy, Regulation, Congress and CA Matters will oversee and manage activities related to postal policy and regulation, ensuring alignment with the strategic objectives of the UPU. This role involves providing authoritative advice to the General Management and other directorates, coordinating the formulation of postal policy guidelines, and representing the organization at various forums. The incumbent will lead the development and implementation of policy advice and recommendations, manage the secretariat for Congress and CA, and build networks with external stakeholders to support UPU's work in postal policy and regulations. The position requires a strategic thinker who can navigate complex issues and foster collaboration across various stakeholders.
Duties and Responsibilities:
Coordinate and manage activities related to Postal Policy and Regulation, Congress and CA matters.
Lead the formulation of postal policy guidelines and strategies.
Provide authoritative advice to General Management on postal policy issues.
Supervise the development and implementation of policy advice and recommendations.
Organize and coordinate Congress and CA secretariat activities.
Represent the UPU at external meetings and forums.
Ensure the quality of documents prepared for UPU bodies.
Build and maintain relationships with external stakeholders.
Manage budget resources efficiently. 1
Lead and motivate team members, ensuring their professional development. 1
Report on program activities to member countries and stakeholders.
Required Qualifications:
Advanced university degree in economics, business administration, political science, international postal management, or related fields.
Solid knowledge and proven experience in stakeholder relationship management.
Experience in policy and regulation development and implementation.
Familiarity with international organizations and public policy advocacy.
Knowledge of macroeconomic issues related to the postal sector.
Educational Background: Candidates must possess an advanced university degree (Master's degree or equivalent) in relevant fields such as economics, business administration, political science, or international relations. Alternatively, a first university degree (Bachelor’s degree or equivalent) in these areas, combined with additional years of relevant experience, is acceptable.
Experience: Candidates should have at least 10 years of international experience in relevant areas if they hold an advanced university degree. If they possess a first-level university degree, a minimum of 12 years of international experience is required, with experience in two or more of the areas covered by the position.
Languages: English is required for this position, while French is desirable. The working languages of the United Nations Secretariat are English and French, and candidates must meet the minimum required level for each skill in these languages according to the UN Language Framework.
