Job Posting Organization:
Population Services International (PSI) is a global non-profit organization that focuses on improving the health of people in developing countries. Established in 1970, PSI operates in over 50 countries and employs thousands of staff and volunteers. The organization aims to provide access to health services and products, particularly in the areas of family planning, maternal and child health, and disease prevention. PSI is committed to using innovative approaches to address health challenges and improve the quality of life for vulnerable populations. The organization is currently pursuing accreditation with the Green Climate Fund (GCF) to enhance its capacity to implement climate-resilient health programs.

Job Overview:
The role of the consultant is to provide specialized support to PSI as it seeks accreditation from the Green Climate Fund (GCF). This accreditation is crucial for PSI to access various financing instruments that will bolster its climate adaptation and mitigation efforts in health systems. The consultant will be responsible for ensuring that PSI meets all GCF requirements, including alignment with fiduciary standards, environmental and social safeguards, and organizational governance. The consultant will work closely with PSI to prepare necessary documentation, review existing policies, and provide guidance on developing new processes that align with GCF standards. This consultancy is expected to last for a total of 7 days, with an additional 3 days contingent on GCF review timelines.

Duties and Responsibilities:
The consultant will undertake several key tasks, including: conducting a pre-meeting to review documentation and guide PSI on GCF accreditation requirements; reviewing existing PSI documentation and policies to identify alignment or gaps with GCF criteria; advising on the development or upgrading of organizational documents and processes, including Environmental & Social Management System components, climate risk screening, and gender equality action plans; supporting engagement with the GCF Secretariat and preparing responses to their clarification requests; assisting PSI in preparing documentation packages for the Accreditation Panel; and providing guidance on navigating OAS communications and submission protocols. The total consultancy period is 7 days, with an additional 3 days subject to GCF review timelines.

Required Qualifications:
Candidates must possess a minimum of 10 years of experience in climate finance, GCF accreditation, or related climate-readiness processes. They should have demonstrated support for at least one successful GCF accreditation or reaccreditation and possess deep knowledge of GCF fiduciary standards and environmental and social safeguards. Strong written communication skills and the ability to work independently with diverse teams are essential. Additionally, candidates should have experience drafting organizational policies for multilateral climate funds or international financial institutions.

Educational Background:
While specific educational qualifications are not explicitly stated, it is implied that candidates should have a strong academic background in fields related to climate finance, public health, environmental science, or a related discipline that supports their expertise in GCF accreditation processes.

Experience:
Candidates are expected to have a minimum of 10 years of relevant experience in climate finance and GCF accreditation. They should have a proven track record of supporting successful GCF accreditation processes and possess a deep understanding of GCF policies and fiduciary standards. Experience in health systems strengthening and working with global health organizations is also desirable.

Languages:
While the job description does not specify mandatory languages, proficiency in English is likely essential given the international nature of the work and the need for clear communication with diverse stakeholders. Additional language skills may be beneficial but are not explicitly required.

Additional Notes:
The consultancy is remote and will last for a total of 7 days, with the possibility of an additional 3 days depending on GCF review timelines. Candidates are required to submit a technical proposal, financial proposal, CV, and examples of relevant previous work. The evaluation criteria for candidates will include relevant experience and qualifications, experience with GCF or similar climate finance mechanisms, the technical proposal and methodology, and the financial proposal.
