Job Overview:
The consultancy aims to provide technical support to the Programme Specialist/Social Sector and Child Protection Section in designing, implementing, and monitoring various program interventions. These interventions include Inclusive Education, Social-Emotional and Digital Skills, STEM for Girls, and Career Pathways for Children with Disabilities, among others. The consultant will also draft and provide inputs for fundraising project proposals related to these areas. This role is crucial for contributing to the national education agenda and ensuring the sustainable development of Belarusian society. The consultant will work on advancing inclusive education, enhancing teacher training, and supporting vulnerable groups, including children with disabilities and those in difficult life situations. The position requires a strong commitment to UNICEF's mission and values, as well as the ability to work collaboratively with various stakeholders.

Duties and Responsibilities:
  • Provide technical assistance in the design, implementation, and monitoring of programs related to Inclusive Education, Social-Emotional Skills, Digital Skills, Career Guidance, Education in Emergencies, and Child Protection.
  • Support the Country Office in fundraising efforts by drafting donor proposals, reports, and statements.
  • Conduct analytical work to apply conceptual models and policies in education, particularly for children with disabilities.
  • Collaborate with various stakeholders, including government institutions, donors, and international organizations, to strengthen institutional capacity.
  • Develop tools for project monitoring and prepare technical reports.
  • Engage in the development of organizational and methodological support for Social-Emotional Skills interventions in technical and vocational education and training.
  • Facilitate partnerships between civil society organizations and businesses to create enabling workplaces for children with disabilities.
  • Ensure access to education for vulnerable children, including refugees and migrants, through comprehensive support activities.

Required Qualifications:
  • A minimum of 10 years of professional experience in areas related to the rights of children with disabilities and their families, inclusive education, and education for sustainable development.
  • Proven experience in institutional capacity strengthening projects, particularly in inclusive education and social-emotional learning.
  • Demonstrated ability to draft fundraising proposals and engage in institutional dialogue with diverse stakeholders.
  • Strong analytical skills and the ability to communicate complex issues clearly and succinctly.
  • Excellent interpersonal skills and experience working in multicultural environments.
  • Commitment to UNICEF’s mission and core values.

Educational Background:
A Master's degree in Education, Special Education, Inclusive Education, Social Work, or related fields is required. Alternatively, a Bachelor's degree with two additional years of relevant work experience may be accepted if exceptionally approved by the Representative and indicated in the vacancy announcement.

Experience:
The position requires a minimum of 10 years of professional experience in relevant fields, including inclusive education, social-emotional learning, and deinstitutionalization. Experience in project monitoring, drafting proposals, and working with international organizations is essential. Previous work with UNICEF or similar programs is considered an asset.

Languages:
Fluency in Russian and English is mandatory. Additional language skills may be considered an asset but are not required.
