Job Overview:
The consultancy position focuses on conducting a National Climate Vulnerability Mapping of Health Service Delivery Systems in Türkiye. The consultant will perform a geospatial analysis using Geographic Information System (GIS) data to assess the vulnerability of healthcare infrastructure to climate stressors such as extreme heat and humidity. The goal is to identify high-risk hotspot areas in Türkiye and provide policy recommendations based on the findings. The consultant will analyze spatial infrastructure data, service utilization data, and climate exposure data to establish statistically significant vulnerabilities and inform strategic adaptation measures. This role requires a strong understanding of public health, demography, and environmental science, as well as the ability to synthesize complex data into actionable insights for policymakers.

Duties and Responsibilities:
The consultant will be responsible for conducting a comprehensive geospatial analysis that correlates healthcare infrastructure with climate stressors recorded over the past 10-15 years. Key responsibilities include:
  • Analyzing and visualizing the threats posed by climate change to essential healthcare infrastructure.
  • Identifying high-risk hotspot areas in Türkiye that are vulnerable to climate stressors.
  • Collecting and managing primary and secondary data from various sources, including the Ministry of Health and environmental agencies.
  • Proposing additional relevant variables to enhance the analysis model.
  • Formulating evidence-based policy recommendations based on the quantitative analysis findings.
  • Submitting deliverables including an inception report, preliminary report, and final report, each with specific completion percentages and deadlines.
  • Maintaining a daily log of work activities and tasks completed during the consultancy period.

Required Qualifications:
Candidates must possess a Master’s Degree in Public Health, Demography, Economics, Econometrics, Mathematics, Social Policy, Environmental Science, or a related field. Additionally, a minimum of 5 years of relevant academic and research experience in public health, demography, social policy, economics, or environmental policy is required. A strong publication record and experience in quantitative analysis related to health policy and demography are essential. Proficiency in Microsoft Office and experience with databases and spreadsheets are also necessary. Previous experience in delivering similar assignments and working with the UN is considered an asset. Excellent writing, research, consultation, and engagement skills are highly valued.

Educational Background:
The position requires a Master’s Degree in a relevant field such as Public Health, Demography, Economics, Econometrics, Mathematics, Social Policy, or Environmental Science. This educational background is crucial for understanding the complexities of health service delivery systems and the impacts of climate change on public health outcomes.

Experience:
Candidates should have a minimum of 5 years of relevant experience in academic and research settings, particularly in areas related to public health, demography, social policy, economics, or environmental policy. Experience in conducting quantitative analyses and a strong publication record are essential for this consultancy role. Familiarity with the UN system and previous work on similar assignments will be advantageous.

Languages:

Additional Notes:
The consultancy is expected to take place from 20 July 2026 to 22 September 2026 and will be home-based. The consultant will be required to submit a daily log detailing work activities and tasks, along with the deliverables. Payment for services will be certified through a Certification of Payment, which must be counter-signed by both parties.
