Job Overview:
The Programme Assistant (Identity Management) position at WFP is designed to support the effective delivery of assistance packages through specialized and standardized policy and program-related processes. The role involves managing data activities related to beneficiary identity management, ensuring high data quality, and compliance with corporate requirements. The Programme Assistant will coordinate with various stakeholders, including program officers, to ensure timely cash disbursement to eligible beneficiaries and will be responsible for training staff on data collection and quality assurance. Duties and Responsibilities:
  • Support programmatic needs and manage all data activities related to beneficiary identity management (IDM).
  • Perform all activities related to beneficiary registration, enrolment, verification, approval, creation of PAF, and reconciliations in SCOPE, ensuring high data quality and compliance with corporate requirements.
  • Coordinate with program officers on data-related tasks and ensure timely cash disbursement to eligible beneficiaries.
  • Train focal staff on data collection and quality assurance, addressing inconsistencies and anomalies in the data.
  • Implement mechanisms for data quality assurance, identifying and addressing data issues throughout the program cycle.
  • Review and update project output/outcome databases, including village profiles and activity profiles, against planned versus achieved targets.
  • Maintain records of households/beneficiaries who were initially selected but excluded for various reasons.
  • Conduct data analysis and prepare dashboards, infographics, and reports for internal and external stakeholders.
  • Perform field visits to support focal points on all previous points. 1
  • Assist in designing and implementing innovative projects that promote financial inclusion, focusing on improving access to digital payments and financial services. 1
  • Prepare brief write-ups, concept notes, proposals, reports, and program strategies. 1
  • Undertake any other tasks assigned by the supervisor.

Required Qualifications:
Candidates must possess a completion of secondary school education, with a post-secondary certificate or bachelor’s degree in social sciences, public health, business administration, economics, or a related functional area being desirable. Additionally, candidates should have a minimum of 5 years of experience in program-related activities, with at least 3 years of experience in database management and monitoring of humanitarian or development projects. Strong analytical skills and the ability to work with data are essential for this role.

Educational Background:
The educational background required for this position includes completion of secondary school education. A post-secondary certificate or a bachelor’s degree in relevant fields such as social sciences, public health, business administration, or economics is highly desirable. This educational foundation will equip candidates with the necessary skills and knowledge to effectively perform the duties associated with the Programme Assistant role.

Experience:
The position requires a minimum of 5 years of experience in program-related activities, with at least 3 years specifically focused on database management and monitoring of humanitarian or development projects.
