Job Overview: The WASH Manager position involves reporting to the Chief of WASH/CSD (P5) and supporting the management of the WASH section. The role includes leading the development, preparation, management, implementation, monitoring, and evaluation of the WASH programme within the country programme. The WASH Manager is responsible for providing technical guidance and management support throughout all programming processes to ensure the achievement of WASH-related output results. This position also requires delivering authoritative advisory services to government counterparts and sector support agencies, as well as interacting with senior government representatives and senior staff of International Development Banks. The role is critical in ensuring that UNICEF's WASH initiatives are effectively implemented and aligned with the organization's mission to advocate for every child's right to clean water and sanitation.
Duties and Responsibilities: The WASH Manager will be responsible for the following duties:
Lead the development and implementation of the WASH programme, ensuring alignment with UNICEF's strategic objectives and national priorities.
Provide technical guidance and support to the WASH team and partners in the planning, implementation, and evaluation of WASH interventions.
Monitor and evaluate the effectiveness of WASH programmes, ensuring that results are achieved and reported accurately.
Collaborate with government counterparts and sector support agencies to strengthen WASH policies and practices.
Engage with senior government officials and stakeholders to advocate for WASH-related issues and secure necessary resources.
Ensure that WASH programmes are responsive to the needs of vulnerable populations, particularly in humanitarian contexts.
Develop partnerships with local and international organizations to enhance the effectiveness of WASH interventions.
Provide capacity building and training to staff and partners on WASH-related topics.
Prepare reports and documentation for internal and external stakeholders, highlighting achievements and challenges in WASH programming.
Required Qualifications: To qualify for this position, candidates must possess the following qualifications:
An advanced university degree in public health, social sciences, behavior change communication, sanitary engineering, or another relevant technical field.
Additional relevant post-graduate courses that complement or supplement the main degree are required.
A minimum of eight years of professional experience in WASH-related programmes for developing countries is required.
One year of deployment in a developing country is required.
Direct experience with UNICEF Climate Environment and Energy (CEE) programming is strongly preferred.
At least six months of work in humanitarian situations, including one three-month deployment mission (with UN-Govt-INGO), is required.
Educational Background: Candidates must have an advanced university degree in one of the following fields: public health, social sciences, behavior change communication, sanitary engineering, or another relevant technical field. Additional relevant post-graduate courses that complement or supplement the main degree are also required to enhance the candidate's qualifications for the role.
Experience: The position requires a minimum of eight years of professional experience in WASH-related programmes for developing countries. Additionally, candidates must have at least one year of deployment experience in a developing country and six months of work experience in humanitarian situations, including a three-month deployment mission with UN, government, or international non-governmental organizations (INGOs).
Languages: Fluency in English is required for this position. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) or a local language is considered an asset and may enhance the candidate's suitability for the role.
