Job Overview: The primary purpose of this position is to provide specialized technical and coordination support to the provincial government in strengthening disaster preparedness and anticipatory action systems. This includes the pilot implementation of impact-based forecasting (IBF), the integration of anticipatory action into local disaster risk reduction initiatives, and the support of provincial coordination mechanisms and workplan development. The role requires collaboration with various stakeholders, including government agencies, UN agencies, NGOs, and the private sector, to enhance disaster preparedness and response capabilities. The incumbent will be responsible for conducting reviews of relevant policies and regulations, providing technical support for the implementation of IBF, and facilitating capacity-building initiatives related to El Niño preparedness in drought-prone districts. The position demands a proactive approach to identifying gaps and priorities in disaster preparedness and anticipatory action, ensuring that WFP's engagement is effective and impactful.
Duties and Responsibilities: The incumbent will be responsible for a variety of tasks, including: conducting initial reviews and summarizing relevant provincial and national policies, regulations, strategic plans, and technical documents related to disaster preparedness and anticipatory action; liaising with key stakeholders at provincial and district levels to support coordination and operational engagement; providing technical support for the pilot implementation of IBF within the anticipatory action framework; supporting the integration of anticipatory action elements into the Disaster Resilient Villages (DESTANA) initiative; contributing to the Provincial AA/AMPD Working Group (Pokja) by providing technical inputs and supporting workplan development; assisting in contingency planning processes in Lembata; facilitating capacity-building sessions on El Niño preparedness across six priority districts; conducting consultations and discussions with stakeholders to support implementation and documentation of progress; and contributing to the preparation of reports and visual materials on AA activities in NTT. The role requires a commitment to documenting lessons learned and providing recommendations for future policy and programming.
Required Qualifications: Candidates must possess a university degree in International & Humanitarian Affairs, Disaster Risk Management, or a related field. Alternatively, completion of secondary education with additional years of relevant work experience and/or training may be acceptable. The position requires at least 6 years of relevant experience, particularly in medium-scale emergency or disaster response operations in Indonesia. Experience in supporting the design and implementation of humanitarian relief programs or response operations is essential, as is experience working with government counterparts, especially BNPB and/or BPBD. Candidates should have a strong background in coordination, stakeholder engagement, and facilitation of meetings and workshops. Exposure to anticipatory action, early warning systems, or impact-based forecasting is preferred, along with a demonstrated understanding of Emergency Preparedness and Response (EPR) and Anticipatory Action (AA).
Educational Background: A university degree in International & Humanitarian Affairs, Disaster Risk Management, or a related field is required. Candidates with secondary education complemented by relevant work experience and training may also be considered. The educational background should provide a solid foundation in disaster management principles and practices, as well as an understanding of humanitarian response frameworks.
Experience: Candidates should have a minimum of 6 years of relevant experience in disaster response operations, particularly in Indonesia. This experience should include involvement in medium-scale emergency or disaster response operations, as well as supporting the design and implementation of humanitarian relief programs. Familiarity with government processes and coordination mechanisms is crucial, particularly experience working with agencies such as BNPB and BPBD. The role also requires experience in stakeholder engagement and facilitation of discussions and workshops, as well as exposure to anticipatory action and early warning systems.
Languages: Fluency in both oral and written communication in English and Bahasa Indonesia is mandatory. Proficiency in these languages is essential for effective communication with stakeholders and for the preparation of reports and documentation. Additional language skills may be considered an asset but are not required.
