Job Overview: The position of Programme Officer involves contributing to the design, coordination, and implementation of activities under the Science program in the Democratic Republic of the Congo (DRC). The incumbent will support the member state in its efforts to implement its National Development Plan (PND) and the United Nations Sustainable Development Cooperation Framework (UNSDCF). The role requires providing professional and technical support through in-depth research and targeted analysis, particularly focusing on the national context. The Programme Officer will assist in the design, implementation, and evaluation of program initiatives aimed at promoting learning and sustainable societies. Additionally, the officer will leverage their expertise to support the member state in advancing science, technology, innovation, research, and engineering to address contemporary environmental and societal challenges. The position also involves supporting the implementation of UNESCO's Recommendation on Open Science and working closely with stakeholders within the interdisciplinary team at the UNESCO Office in Kinshasa, while benefiting from technical guidance from the program divisions at UNESCO headquarters and the expertise of science program specialists from the Yaoundé regional office.
Duties and Responsibilities: The incumbent will have the following duties: • Participate in the work plans of the Regular Programme (C/5), discussions on policy formulation, and other sectoral strategy formulation activities. • Support the coordination and implementation of science programs and projects, as well as monitor their activities. • Contribute to interdisciplinary initiatives of the Office, including preparing concept notes and supporting project development. • Engage in intersectoral activities related to the environment, biodiversity, climate change, disaster risk reduction, education for sustainable development, and the valorization of local knowledge and natural heritage, as well as social and human sciences.
Required Qualifications: The position requires a strong background in science, technology, and innovation, with a focus on sustainable development. Candidates should possess excellent communication skills, a sense of responsibility, and a commitment to innovation and knowledge sharing. The ability to plan and organize effectively, work collaboratively in a team, and maintain professionalism is essential. Candidates should also demonstrate a results-oriented mindset and a willingness to continuously improve.
Educational Background: A relevant educational background is required, typically at least a Master's degree in a field related to science, technology, or sustainable development. Candidates with advanced degrees or specialized training in these areas will be preferred.
Experience: Candidates should have a minimum of several years of relevant professional experience in program management, particularly in the context of science and sustainable development. Experience working with international organizations, particularly within the UN system, is highly desirable. Familiarity with the DRC's socio-political context and experience in interdisciplinary collaboration will be advantageous.
Languages: Fluency in French is mandatory, as it is the primary language of communication in the DRC. Proficiency in English is also highly desirable, and knowledge of other languages relevant to the region may be considered an asset.
Additional Notes: The position is based in Kinshasa, the capital and largest city of the DRC, which has a high cost of living. The role may require flexibility and availability to work in challenging and potentially dangerous conditions, including missions to other cities and field locations. The position is full-time, and candidates should be prepared for the demands of working in a complex environment.
