Job Overview: The Early RecoveryProgram Manager will oversee the implementation of the Country Program (CP) Early Recovery programming in the Philippines. This role involves ensuring that effective systems and processes are in place to support high-quality programming that aligns with CRS’s mission to serve the poor and vulnerable. The manager will utilize their management skills and knowledge to enhance the impact of Emergency and Early Recovery programming, ensuring that all activities are conducted in accordance with CRS quality principles, donor guidelines, and industry best practices. The position requires a proactive approach to program management, focusing on continuous improvement and the delivery of high-quality services to beneficiaries.
Duties and Responsibilities: The Early Recovery Program Manager will be responsible for providing management, guidance, and technical oversight of the CP Early Recovery programming. Key responsibilities include: managing the project cycle from design to close-out, ensuring compliance with CRS quality standards; effectively managing talent and team dynamics, providing coaching and performance management for team members; overseeing technical assistance and capacity strengthening activities for staff and partner organizations; ensuring timely project expenditures in line with financial plans; leading program learning initiatives, including research and dissemination of best practices; contributing to the growth of the CP Early Recovery sector portfolio by pursuing new funding opportunities; and serving as the technical lead for proposal writing and budgeting activities.
Required Qualifications: Candidates must possess a Bachelor’s degree in international development, International Relations, or a related field focused on Emergency Response and Early Recovery. Additional experience may substitute for some educational requirements. A minimum of 2-3 years of relevant field-based project management experience is required, with a preference for candidates who have at least 3 years of experience in Emergency Response and Early Recovery. Experience managing donor-funded projects, particularly from US Government and UN Agencies, is highly desirable.
Educational Background: The position requires a Bachelor’s degree in international development, International Relations, or a related field. A Master’s degree in the same areas is preferred and may enhance the candidate's qualifications. Relevant certifications or training in project management or emergency response may also be beneficial.
Experience: Candidates should have a minimum of 2-3 years of project management experience in relevant fields, with a strong preference for those who have experience in managing emergency response and early recovery projects. Experience with donor-funded projects is essential, particularly with US Government and UN Agencies, as this will be crucial for the role.
Languages: Fluency in Filipino and English is required for this position. Proficiency in additional languages may be considered an asset, particularly if it relates to the communities served by the programs.
