Job Overview:
The consultant will conduct an analysis of the demographic dividend in Djibouti using the National Transfer Accounts (NTA) methodology. This analysis is crucial as Djibouti's population is projected to grow significantly, with a shift in age structure that presents both opportunities and challenges for sustainable development. The consultant will collaborate closely with the national statistics office and relevant government ministries to assess the potential economic benefits of the current and future demographic profile. The work will involve stakeholder consultations to identify policy actions that can maximize the economic benefits of Djibouti's demographic changes. The consultant will report to the UNFPA Djibouti office and work under the guidance of the Population and Development Specialist.

Duties and Responsibilities:
  • Develop a demographic profile of Djibouti, reviewing socio-economic development opportunities and challenges related to the age structure of the population.
  • Conduct an assessment of the demographic dividend potential in Djibouti, including the timing of the opportunity window based on age structure changes.
  • Estimate lifecycle deficit components (labor income and consumption) and their subcomponents.
  • Analyze the gender dimensions of the demographic dividend and assess the impact of external factors such as climate change.
  • Identify key policy options to optimize the demographic dividend in Djibouti, aligning with the country's long-term development aspirations.
  • Organize a scoping meeting with UNFPA and national stakeholders to outline the technical approach and implementation process.
  • Provide training on NTA methodology to relevant stakeholders.
  • Prepare a policy brief summarizing findings and recommendations for optimizing the demographic dividend.

Required Qualifications:
  • Advanced university degree (Master’s or Doctorate) in demography, economics, statistics, or related social sciences.
  • A minimum of 15 years of relevant professional experience in social sciences or related fields, with demonstrated expertise in economic analysis, particularly using NTA methodology.
  • Proven experience in developing policy briefs.
  • Excellent analytical and writing skills.
  • Knowledge of Djibouti's context and the Arab region is an asset.
  • Familiarity with UNFPA's mandate is an advantage.
  • Experience within the UN or an international NGO in economic policy will be beneficial.

Educational Background:
Candidates must possess an advanced degree (Master's or Doctorate) in a relevant field such as demography, economics, statistics, or related social sciences. This educational background is essential for understanding the complex demographic and economic issues that will be analyzed during the consultancy.

Experience:
The position requires a minimum of 15 years of relevant professional experience in social sciences or related sectors. Candidates should have a strong background in economic analysis, particularly with experience in the application of National Transfer Accounts (NTA) methodology in demographic dividend analysis. Experience in developing policy briefs and familiarity with the socio-economic context of Djibouti and the Arab region will be advantageous.

Languages:
Fluency in both French and English is required for this position. Proficiency in additional languages may be considered an asset, particularly if it enhances communication with local stakeholders and enhances the consultant's ability to engage with diverse groups.

Additional Notes:
The consultancy is expected to be conducted in close collaboration with the national statistics office and relevant ministries. The consultant will be responsible for organizing initial training sessions on NTA methodology for stakeholders. The position may involve both remote and in-country work, depending on the requirements of the analysis and stakeholder engagement.
