Job Overview:
The Senior Knowledge Management Specialist position is integral to the East Asia Department (EARD) at the People's Republic of China Resident Mission (PRCM) in Beijing. This role involves providing strategic knowledge management support to enhance the effectiveness of ADB's operations in the region. The specialist will be responsible for translating complex technical and policy inputs into accessible knowledge products, coordinating contributions across various ADB departments and developing member countries (DMCs). The position requires a proactive approach to identifying opportunities for knowledge capture and dissemination, ensuring that ADB's development strategies and knowledge agenda are effectively communicated and implemented. The specialist will also engage in policy dialogue and knowledge sharing activities, ensuring that critical policy issues are summarized and communicated effectively to stakeholders.

Duties and Responsibilities:
The Senior Knowledge Management Specialist will undertake a variety of duties, including:
  • Identifying and implementing strategies for capturing and disseminating knowledge from ADB's projects and technical assistance.
  • Coordinating knowledge sharing activities and policy dialogue events, including sourcing speakers, preparing programs, and managing logistics.
  • Summarizing important policy issues and messages for ADB's policy dialogue and capacity building efforts.
  • Communicating EARD's development strategies and policy messages, ensuring alignment across teams and prioritizing deliverables.
  • Serving as the focal point for knowledge management within EARD, collaborating with various ADB departments to enhance the use and sharing of knowledge products.
  • Leading the preparation and quality assurance of knowledge products, ensuring accuracy and consistency.
  • Representing EARD in senior management meetings and coordinating follow-up actions.
  • Performing other related duties as assigned.

Required Qualifications:
Candidates must possess a master's degree or equivalent in knowledge management, public policy studies, social sciences, media and communications, or a related field, along with at least 5 years of specialized experience. Additionally, candidates should have experience in knowledge publication and distribution at senior levels, and a minimum of 10 years of international experience, preferably in a developing nation or with a multilateral development agency. Strong written and verbal communication skills in English are essential, as well as the ability to apply expertise in an international context.

Educational Background:
The educational background required for this position includes a master's degree or equivalent in relevant fields such as knowledge management, public policy studies, social sciences, media and communications. A university degree combined with extensive experience may also be considered.

Experience:
The position requires at least 10 years of international experience, ideally in a developing country or with a multilateral development agency. Candidates should have a proven track record of working at senior levels in knowledge management and related fields, demonstrating the ability to effectively communicate and manage knowledge in complex environments.

Languages:
Fluency in English is mandatory, with strong written and verbal communication skills being essential for the role. Additional language skills may be considered an asset, particularly those relevant to the Asia-Pacific region.

Additional Notes:
This is a fixed-term appointment for an initial period of 3 years, with the possibility of extension for up to 2 years, conversion to a regular appointment, or termination at the end of the initial period based on ADB's needs and the employee's performance. The position is full-time and requires relocation to Beijing, with all reasonable relocation expenses covered.
