Job Overview:
The Health Data Manager will play a crucial role in the polio eradication initiative, focusing on the management and analysis of health data related to Acute Flaccid Paralysis (AFP) surveillance, Supplementary Immunization Activities (SIA), and Expanded Program on Immunization (EPI). The position requires leading technical support for data management systems, conducting extensive data analysis, and providing feedback to field teams. The Health Data Manager will also be responsible for maintaining the data management system, training national staff, and producing information products that communicate key findings and recommendations to stakeholders. This role is essential for ensuring data quality and supporting the overall goal of interrupting poliovirus transmission and achieving polio certification.

Duties and Responsibilities:
The Health Data Manager will be responsible for leading and providing technical support for AFP surveillance, SIA, and EPI data management. This includes defining, developing, and deploying data collection and validation processes, maintaining the data management system, and conducting weekly analyses on AFP cases and community samples. The manager will follow up on recommendations from external reviews and provide merged surveillance reports to the Eastern Mediterranean Regional Office (EMRO) on a weekly basis. Additionally, the role involves conducting quarterly risk assessments for polio transmission, managing mobile data collection platforms, mentoring national and zonal data managers, and producing various information products such as bulletins and infographics. The manager will also conduct analyses on campaign data and present findings to partners, ensuring that the national and subnational EPI/POL information repository is strengthened and documented for polio certification.

Required Qualifications:
Candidates must possess a university degree in science, mathematics, statistics, IT, or a relevant subject. Specialized training in supporting public health activities is desirable. Essential qualifications include at least 5 years of relevant experience in health data management and database administration, with a focus on providing analysis and reports for decision support. Experience in the Eastern Mediterranean region and familiarity with UN or international organizations, particularly in relation to polio eradication program data analysis and management, is also desirable.

Educational Background:
The position requires a university degree in a relevant field such as science, mathematics, statistics, or IT. Specialized training in public health activities is considered an asset and may enhance a candidate's application.

Experience:
The ideal candidate should have a minimum of 5 years of relevant experience in health data management and database administration. This experience should include specific expertise in providing analysis and reports that support decision-making processes. Experience working in the Eastern Mediterranean region and with UN or international organizations, particularly in the context of polio eradication, is highly desirable.

Languages:
Expert knowledge of English is essential for this position. Intermediate knowledge of French and Arabic is considered desirable, as it may facilitate communication with a broader range of stakeholders and partners involved in public health initiatives.

Additional Notes:
The position offers a competitive salary starting at USD 71,335 annually, along with a variable post adjustment reflecting the cost of living in Mogadishu. Additional benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
