Job Overview:
The logistics-officer" style="border-bottom: 1px dotted #007bff !important;">Logistics Officer position is crucial for supporting the implementation of procurement functions in Southern Ukraine. The role involves ensuring that procurement activities are conducted in a transparent and accountable manner, adhering to NRC policies and guidelines. The officer will be responsible for preparing necessary information for logistics staff and program teams, ensuring proper documentation and filing, and promoting improvements in the support function. The position requires a proactive approach to managing procurement processes and collaborating with various departments to ensure compliance with NRC and donor regulations. The officer will also be expected to assist in local market assessments and participate in bid committee meetings, contributing to the overall efficiency of the logistics operations in the region.

Duties and Responsibilities:
The Logistics Officer will have a range of duties and responsibilities, including but not limited to:
  • Ensuring adherence to NRC policies, tools, handbooks, and guidelines in all procurement activities.
  • Implementing the delegated support function portfolio according to the established plan of action.
  • Preparing and developing status reports as required by management.
  • Ensuring proper filing and documentation of procurement processes.
  • Preparing necessary information for submission to logistics staff and program teams as requested.
  • Conducting procurement activities in a transparent and accountable manner, including those requested from other parts of Southern Ukraine.
  • Advising departmental staff on the preparation of documents related to payment procedures.
  • Confirming the accuracy of all paperwork processes before submission to finance.
  • Assisting in local market assessments and preparing documentation for bids committee meetings. 1
  • Ensuring compliance with NRC and donor regulations during the tender preparation process. 1
  • Carrying out other logistics duties as assigned in other departments as temporary relief when required.

Required Qualifications:
Candidates must possess a minimum of 2 years of experience working as a Logistician or in Procurement, particularly in complex and volatile contexts. Documented results related to the responsibilities of the position are essential. The candidate should demonstrate a willingness to travel to remote areas and field offices, work flexibly including weekends, and adapt to basic living conditions. Proficiency in the local language (Ukrainian) is mandatory, along with a good knowledge of the English language. Candidates should also have experience in the humanitarian sector, which will be considered an advantage.

Educational Background:
A Bachelor’s Degree in Supply Chain Management, Logistics, or a related field is required for this position. This educational background provides the necessary foundation for understanding the complexities of logistics and procurement processes within humanitarian operations.

Experience:
The position requires candidates to have at least 2 years of relevant experience in logistics or procurement roles, particularly in challenging environments. Experience in the humanitarian sector is highly desirable, as it equips candidates with the skills and knowledge necessary to navigate the unique challenges faced in such contexts.

Languages:
The mandatory language for this position is Ukrainian, as it is essential for effective communication within the local context. Additionally, a good command of the English language is required to facilitate communication with international teams and stakeholders. Proficiency in other languages may be considered an asset but is not mandatory.
