Job Overview:
The consultant will play a crucial role in supporting the WHO Country Office in Ukraine by enhancing programme management and resource mobilization efforts. This position involves assisting with proposal and concept development, engaging with donors, tracking funding opportunities, and monitoring the progress of programme implementation. The consultant will report directly to the Programme Management Specialist (PMU Lead) and will collaborate closely with various teams within the Country Office to ensure effective delivery of strategic plans and operational objectives. The consultant's responsibilities will include drafting proposals, writing reports, and preparing presentation materials, all aimed at facilitating the Country Office's role as the lead technical authority in health. The consultant will also be responsible for maintaining communication with stakeholders and ensuring that all activities align with WHO standards and requirements.

Duties and Responsibilities:
The consultant's duties will encompass several key deliverables: 1) Contributing to the drafting and revision of at least six strategic engagements for external communication with WHO partners, ensuring timely submission and alignment with WHO standards. 2) Coordinating and documenting at least six donor meetings, preparing necessary materials and follow-up summaries. 3) Maintaining an updated pipeline and results tracker for ongoing proposals and funding agreements, including analytical summaries of funding secured and gaps. 4) Updating a project implementation tracker monthly, summarizing progress on activities and outputs. The consultant will be expected to manage these tasks efficiently and effectively, ensuring that all deliverables are met within the specified timelines.

Required Qualifications:
Candidates must possess a Bachelor’s degree in information management, social science public health, business administration, or a related field. A Master’s degree in a similar field is desirable. Essential qualifications include at least five years of experience in knowledge management, standard operating procedure (SOP) development, or process improvement, particularly within international organizations and health systems. Familiarity with WHO or other UN agencies is considered an asset. Strong performance management skills, knowledge of international reporting standards, and excellent written and verbal communication abilities are essential for this role. The consultant should also demonstrate a solid understanding of resource mobilization principles and ethical considerations in donor communication.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in relevant fields such as information management, social science public health, or business administration. A Master’s degree in these areas is preferred but not mandatory. Candidates must have their degrees from accredited institutions recognized in the World Higher Education Database (WHED).

Experience:
The position requires a minimum of five years of relevant experience, particularly in knowledge management, SOP development, or process improvement. Experience working with international organizations, especially in health systems or humanitarian contexts, is essential. Familiarity with WHO operations and processes is desirable but not mandatory.

Languages:
Fluency in both oral and written English is mandatory for this position. Additional language skills may be beneficial but are not specified as requirements.

  • The consultant will work remotely and is not expected to travel. The total contract value is $44,400, with a monthly rate of $7,400 based on 20 working days per month. Payment will be made monthly upon submission of a technical report and approval from the responsible officer.
