Job Overview: The consultancy aims to conduct an independent, organization-wide assessment of the ACF USA MEAL function. The consultant will benchmark the MEAL system against best practices, identify gaps, and provide actionable recommendations. The review will assess the design, coherence, and functionality of the MEAL system across all organizational layers, including the architecture, governance, and interrelationships between these levels. It will evaluate the system's effectiveness in supporting program design, implementation, and closeout, as well as its ability to meet ACF Network measurement and reporting requirements. The consultant will validate and integrate findings from previous assessments, assess capacities and competencies of MEAL staff, and explore opportunities for the responsible use of artificial intelligence within the MEAL system. The review will cover ACF USA offices in the US, Nairobi, and a sample of four country offices, focusing on how to improve the MEAL function fundamentals around project design, implementation, and closeout.
Duties and Responsibilities: The consultant will be responsible for conducting a comprehensive assessment of the ACF USA MEAL function, which includes evaluating the coherence of the MEAL system across various organizational levels, assessing the system's fit for purpose, validating previous assessment findings, and identifying skill gaps among MEAL staff. The consultant will also review the effectiveness of MEAL systems, data architecture, and data management practices, evaluate the quality and use of MEAL data, and assess the integration of MEAL into program design and implementation. Additionally, the consultant will explore opportunities for using AI and advanced analytics within the MEAL system and provide prioritized recommendations for strengthening the MEAL system holistically.
Required Qualifications: The consultant must possess advanced experience in conducting organizational or system-level MEAL evaluations, with at least 15 years of experience leading MEAL function assessments and improvements. An advanced degree (master’s or PhD) in a related field such as international development, social sciences, planning, or statistics is essential. Certification in Monitoring, Evaluation, Accountability, and Learning (MEAL) and research methodologies is highly desirable. The consultant should have strong knowledge of humanitarian MEAL standards, data protection principles, and the ability to deliver practical recommendations. Independence from prior ACF USA MEAL self-assessments is also required.
Educational Background: The position requires a post-graduate degree (master’s or PhD preferred) in a relevant field such as international development, social sciences, planning, or statistics. Recognized certification in Monitoring, Evaluation, Accountability, and Learning (MEAL) is highly desirable, along with a strong understanding of evaluation methodologies.
Experience: The consultant should have a minimum of 15 years of experience in leading organizational or system-level MEAL function assessments and improvements. This experience should include working with international NGOs, governments, or UN humanitarian response and development work, demonstrating a proven understanding of MEAL standards and practices.
Languages: Fluency in English is mandatory. Knowledge of additional languages relevant to the regions where ACF operates would be considered an asset, enhancing communication and engagement with local stakeholders.

The consultant will report to the Senior Technical Advisor, MEAL (HQ), and work closely with the Chief Impact Officer and designated focal points. The financial proposal must include a detailed breakdown of costs, including logistics and field visits, and should be quoted in US Dollars (USD).
