The United Nations Sustainable Development Cooperation Framework (UNSDCF) is a strategic framework guiding the partnership between the United Nations system and the Government of Mongolia. It aims to support national development priorities and the Sustainable Development Goals (SDGs). The UNSDCF is aligned with Mongolia's long-term development policy, Vision 2050, which aspires to achieve inclusive, resilient, and sustainable development. The organization operates within the context of a landlocked, middle-income country with a mineral-dependent economy and a young, rapidly urbanizing population. The UNSDCF 2023–2027 involves 24 UN entities and has an estimated budget of USD 224.6 million to deliver 16 outputs across four outcomes. The evaluation of the UNSDCF is mandated by UN system-wide policies and aims to assess the collective performance of the UN Country Team and inform future programming cycles.
Job Overview:
The Evaluation Team Leader will oversee the evaluation process of the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2023–202
Duties and Responsibilities:
The Evaluation Team Leader will be responsible for managing the entire evaluation process, which includes allocating workloads among team members, supervising national team members, and ensuring timely communication with the Evaluation Manager. Key duties include producing the inception report, which will contain a preliminary analysis of the CF Theory of Change, an elaboration of the evaluation approach and methods, and a detailed evaluation plan. The leader will also oversee the drafting of the preliminary findings report and the final evaluation report, which will include a summary performance rating and infographics for publication. The Evaluation Team Leader must ensure that the evaluation adheres to the UN Sustainable Development Cooperation Framework Evaluation Guidelines, maintaining independence, credibility, and quality throughout the process. Additionally, the leader will be responsible for conducting interviews with key stakeholders and ensuring that the evaluation findings are disseminated effectively.
Required Qualifications:
Candidates must possess an advanced university degree in evaluation or relevant fields such as social and health sciences, economics, environment, sustainable development studies, law, or human rights. A PhD is preferred for the Evaluation Team Leader role. Applicants should have more than 10 years of experience in conducting evaluations of complex programs and themes, with strong knowledge of the UN programming principles, including human rights, gender equality, environmental sustainability, results-based management, and capacity development. Experience in gender-responsive evaluations and a demonstrated analytical capacity in political economy and financing for development are also required. A good understanding of the SDGs and the role of the UN system in development cooperation is essential.
Educational Background:
The position requires an advanced university level of education in evaluation or relevant fields. A PhD level of education is preferred for the Evaluation Team Leader, indicating a high level of expertise and knowledge in the relevant areas of work.
Experience:
Candidates should have over 10 years of work experience in conducting evaluations of complex programs and themes. Languages:
Fluency in English is mandatory, with excellent oral, written, communication, and reporting skills. Knowledge of Mongolian is beneficial but not required.
