Job Overview:
The primary purpose of the position is to contribute to the implementation of humanitarian services related to Shelter and Infrastructure, as well as Water, Sanitation, and Hygiene (WASH), in accordance with NRC's programmatic strategy. The role involves supporting technical activities of projects aimed at ensuring that affected individuals have access to adequate housing solutions, educational facilities, and various temporary or transitional community infrastructure solutions. Additionally, the position focuses on improving health conditions, ensuring the right to water and sanitation, and promoting healthy hygiene practices among affected populations. This includes facilitating access to safe water, sanitation facilities, and hygiene supplies, thereby enhancing safety, protection, health, and dignity while preventing harm and ensuring inclusive access to humanitarian assistance. The role aligns with NRC's strategic framework for Basic Competencies (CB) and its Theories of Change (ToC), as well as the strategies of the Shelter and Infrastructure sector and the WASH sector.

Duties and Responsibilities:
The duties and responsibilities of the Asistente Técnico include ensuring adherence to NRC policies, tools, manuals, and guidelines. The incumbent will support the implementation of the project portfolio according to the action plan, organizing and executing tasks based on priorities and standards. They will develop and maintain knowledge in their area of specialization to provide effective technical assistance and support to the team. Daily problem-solving will be conducted according to agreed procedures, priorities, and standards. The role also involves preparing and developing status reports required by management, ensuring proper documentation filing, and promoting ideas to strengthen the functions of their role. Specific responsibilities include delivering Shelter and Infrastructure, WASH services efficiently and timely, conducting needs assessments, promoting community participation, facilitating information sessions, and incorporating sociocultural adaptations into architectural designs. The incumbent will also manage financial tracking of technical activities, request necessary materials, ensure quality control, and participate in community-based projects while supporting monitoring and documentation of project implementation activities.

Required Qualifications:
The position requires a professional background in architecture, civil engineering, environmental engineering, hydraulics, or related fields in infrastructure construction, with specialization in project coordination or management related to construction (including WASH facilities). Candidates should have a minimum of one year of experience as a Technical Assistant in humanitarian contexts, with knowledge and experience in the technical field and ideally a relevant professional qualification. Previous work experience in complex and changing contexts, as well as proven experience related to the responsibilities of the position, is essential. Basic knowledge of the English language is required, along with competencies and experience related to the context of the position.

Educational Background:
Candidates must possess a degree in architecture, civil engineering, environmental engineering, hydraulics, or related fields that pertain to infrastructure construction. A specialization in project coordination or management, particularly in relation to WASH facilities, is highly desirable.

Experience:
A minimum of one year of professional experience in implementing housing projects, educational facilities, or community infrastructure projects, as well as experience in water, sanitation, and hygiene promotion, is required. Additionally, candidates should have at least one year of experience working with national/territorial government entities, UN agencies, the Red Cross movement, or other humanitarian organizations in relation to Shelter and Infrastructure and WASH in emergency contexts. Knowledge of national and international humanitarian action standards, territorial planning, and water, sanitation, and hygiene infrastructure is also necessary.

Languages:
Basic knowledge of English is mandatory. Proficiency in Spanish is essential, and knowledge of additional languages may be considered an asset.

Additional Notes:
This position may require frequent travel to areas where endemic diseases are present. The role is full-time and may involve working in challenging environments.
